Justifications of policies must be clearly warranted if educational leaders are to continue to maintain integrity and to sustain the trust of those served. Educators are called upon to mediate many private and public interests, including those pertaining to personal, organizational, professional, and societal values. This work of mediating conflicting values often relates to guarding and/or advocating the interests of children. Leaders must understand what they mean when evoking the potent phrase in the best interests of children. More importantly, they must avoid the temptations of sophistic misuses of the best interests of children notion. What is meant when we say we are deciding in the best interests of children? Each of the political, psychological, pedagogical, philosophical, jurisprudential, and ethical grounds undergirding the concept of the best interests of the child contributes content and meaning to the phrase. While each of these perspectives merits consideration, this article is delimited to an exploration of three interpretations from the field of jurisprudence and four interpretations from the field of ethics.  相似文献

本文首先利用面板数据模型分地区估算了中国非农产业的就业弹性.根据就业弹性的估算结果以及对不同产业下滑态势的判断,我们发现,本轮经济危机很可能会对东部地区第二产业和中西部地区服务业形成两轮就业冲击波.国民经济的就业拉动能力严重削弱.2009年就业形势十分严峻,程度可能会超过1998年的失业危机.作为第一次由市场力量引发的失业潮,本轮失业潮将表现出比以往更棘手的特点,尤其是失业焦点由体制内部门转向体制外部门甚至非正规部门,不仅使失业的冲击范围更广、底层群集性更强、民生危害更大,也使政府对失业的直接控制能力大大减弱.本轮失业潮要求政府在失业治理措施上探索出一条新的模式,特别是挖掘积极财政政策的失业治理功能.文章对此提出了相应的建议.  相似文献

ABSTRACT

This article conceptualises the relationship between exam board insider research and the policy-making context in which they operate. Exam board researchers are constrained by commercial and political interests in disclosing their knowledge. and face pressures in disseminating research, butalso find themselves working in contexts where calls to ‘evidence-based policy-making’ are ubiquitous. This can deprofessionalise and disenfranchise the researcher.. This article will depict the context faced by exam board researchers attempting to influence policy before portraying possible responses, evaluating how these can be applied to exam board research, with reference to research on standard-setting. The article will build on a conceptualisation of successful exam board insider research as the creation of Habermasian ‘communicative spaces’, applying lessons from research–policy interface literature to that conceptualisation. Inapplying those lessons, the article will suggest possible solutions to the problems faced by that group in their attempts to influence policymakers.  相似文献

Including all children in large-scale educational studies is a pressing concern. Omitting certain types of children from studies can lead to skewed findings that promote inaccuracies about learning levels or educational quality. Increasingly, assessments are a method for investigating the quality of education systems, but national assessments are typically conducted in classrooms and may fail to accurately represent a country’s full range of children. Alternatively, households can be a site for testing or collecting data on children’s learning. Analysing the quantitative data from two studies in India that use both household-based and school-based methods alongside data from Government of India sources, the issues with child representation in school-based assessments are examined, and the benefits of household-based research as an alternative are explored.  相似文献

This paper explores Programme for International Student Assessment (PISA) for Schools, a local variant of the Organisation for Economic Cooperation and Development (OECD’s) influential PISA that not only assesses an individual school’s performance in reading, mathematics and science against international schooling systems, but also promotes 17 identical examples of ‘best practice’ from ‘world class’ schooling systems (e.g. Shanghai-China, Singapore). Informed by 33 semi-structured interviews with actors across the PISA for Schools policy cycle, and supplemented by the analysis of relevant documents, the paper provides an account of how these concrete examples of best practice are represented in the report received by participating schools. Drawing upon thinking around processes of commensuration and the notion of ‘governing by examples’, the paper argues that PISA for Schools discursively positions participating schools as somehow being commensurable with successful schooling systems, eliding any sense that certain cultural and historical factors – or ‘out of school’ factors – are inexorably linked to student performance. Beyond encouraging the problematic school-level borrowing of policies and practices from contextually distinct schooling systems, I argue that this positions the OECD as both the global expert on education policy and now, with PISA for Schools, the local expert on ‘what works’.  相似文献
