The work of the modern police apparatus is highly dependent upon media technologies. This article traces crucial developments in this history, analyzing the central role that media have played in policing practices since the advent of the modern patrol in the late eighteenth century. We trace how the governmentalized police force has used media to govern efficiently what Foucault calls the three great variables: territory, speed, and communication. In conclusion, we consider the possibilities for resistance in a time when digital police media have given rise to alarming strategies for surveilling populations, stifling dissent, and exerting control over public and private space. 相似文献

Efforts to ensure the welfare of athletes have long existed in sport but have heightened recently across numerous countries in response to shocking revelations of sexual abuse in sport. Cases such as the sexual abuse of female gymnasts by a team doctor in the U.S. and sexual abuse of male footballers by a coach in the U.K. have drawn significant attention and scrutiny by stakeholders in sport and the public alike. These and other cases indicate that in spite of existing athlete welfare policies, educational programmes, and efforts to ensure compliance, numerous athletes were abused, the perpetrators were permitted to continue over an extended period of time, and some adults knew of the abuses and were complicit in failing to intervene. In this article, the authors use Bronfenbrenner’s Ecological Theory to review the current landscape with respect to initiatives to prevent and address athlete maltreatment at each level of the theory. The authors also propose that to advance athlete welfare, more attention needs to be devoted to the development of interventions at the macrosystem or international level. Using Bruno Latour’s concept of the oligopticon (1992) an argument is forwarded to create an international surveillance system to promote athlete welfare. 相似文献

BackgroundThere has been an increasing focus on the importance of national policy to address population levels of physical inactivity. It has been suggested that the 4 cornerstones of policy comprise (1) national guidelines on physical activity (PA), (2) setting population goals and targets, (3) surveillance or health-monitoring systems, and (4) public education. The current study aimed to review the policy actions that have addressed each of these elements for children and youth in England and to identify areas of progress and remaining challenges.MethodsA literature search was undertaken to identify past and present documents relevant to PA policy for children and youth in England. Each document was analyzed to identify content relevant to the 4 cornerstones of policy.ResultsPhysical activity guidelines (Cornerstone 1) for children and youth have been in place since 1998 and reviewed periodically. Physical activity targets (Cornerstone 2) have focussed on the provision of opportunities for PA, mainly through physical education in schools rather than in relation to the proportion of children meeting recommended PA levels. There has been much surveillance (Cornerstone 3) of children''s PA, but this has been undertaken infrequently over time and with varying inclusions of differing domains of activity. There has been only 1 campaign (Cornerstone 4) that targeted children and their intermediaries, Change4Life, which was an obesity campaign focussing on dietary behavior in combination with PA. Most recently, a government infographic supporting the PA guidelines for children and young people was developed, but details of its dissemination and usage are unknown.ConclusionThere have been many developments in national PA policy in England targeted to children and young people. The area of most significant progress is national PA guidelines. Establishing prevalence targets, streamlining surveillance systems, and investing in public education with supportive policies, environments, and opportunities would strengthen national policy efforts to increase PA and reduce sedentary behavior. 相似文献

Collecting child maltreatment data is a complicated undertaking for many reasons. As a result, there is an interest by child maltreatment researchers to develop methodologies that allow for the triangulation of data sources. To better understand how social media and internet-based technologies could contribute to these approaches, we conducted a scoping review to provide an overview of social media and internet-based methodologies for health research, to report results of evaluation and validation research on these methods, and to highlight studies with potential relevance to child maltreatment research and surveillance. Many approaches were identified in the broad health literature; however, there has been limited application of these approaches to child maltreatment. The most common use was recruiting participants or engaging existing participants using online methods. From the broad health literature, social media and internet-based approaches to surveillance and epidemiologic research appear promising. Many of the approaches are relatively low cost and easy to implement without extensive infrastructure, but there are also a range of limitations for each method. Several methods have a mixed record of validation and sources of error in estimation are not yet understood or predictable. In addition to the problems relevant to other health outcomes, child maltreatment researchers face additional challenges, including the complex ethical issues associated with both internet-based and child maltreatment research. If these issues are adequately addressed, social media and internet-based technologies may be a promising approach to reducing some of the limitations in existing child maltreatment data. 相似文献

20世纪20年代,民国政府先后在蒙古地区设置蒙疆经略使、热察绥巡阅使两个地区性的临时军政职位。学术界虽然对此已有一些研究,但只有将蒙疆经略使、热察绥巡阅使的先后置废联系起来进行分析,才能更清楚地认识北京政府地方军政制度的运作。两军政职位使蒙古地区与全国军政联系更趋紧密,但实质上是北京政府对实权军系既有及潜在地盘的认可。其先后置废,自然成为奉直两大军阀在蒙古地区实力消长的重要标志。 相似文献
