AbstractPublic Management and Public Administration are important professions for an emerging democracy such as South Africa. They operate as the interface between state and public and are responsible for enacting many of the government's policies and social initiatives. Concerns about a lack of capacity in the sector suggest that those in these roles may be unable to meet the demands of the workplace. This article reports on a study that responded to calls for the curriculum to address such concerns by interrogating the knowledge structures of Public Management and Public Administration programmes in higher education. Interviews, textbooks and course guides were analysed to illuminate the forms of knowledge being legitimated in curricula. The study found that the focus on knowledge, skills and processes might be at the expense of a focus on the development of particular attributes or dispositions in the knowers. Furthermore, the knowledge level focus was limited in that it was highly contextualised and “light” on theory, raising questions about the acquisition of powerful knowledge needed for good governance and critical engagement in the public sector. The study recommends that both programmes include more conceptual knowledge; exposure to critical powerful forms of knowledge; and the development of particular attributes and dispositions. 相似文献

Numerical Simulation of Dynamic Response and Collapse for Steel Frame Structures Subjected to Blast Load 总被引:4,自引:0,他引:4
The progressive collapse of steel frame structures under the blast load was investigated using LS-DYNA. The multi-material Eulerian and Lagrangian coupling algorithm was adopted. A flu-id-structure coupling finite element model was established which consists of Lagrange element for simulating steel frame structures and concrete ground, multiple ALE element for simulating air and TNT explosive material. Numerical simulations of the blast pressure wave propagation, struc-tural dynamic responses and deformation, and progressive collapse of a five-story steel frame structure in the event of an explosion near above ground were performed. The numerical analysis showed that the Lagrangian and Eulerian coupling algorithm gave good simulations of the shock wave propagation in the mediums and blast load effects on the structure. The columns subjected to blast load may collapse by shear yielding rather than by flexural deformation. The columns and joints of steel beam to column in the front steel frame structure generated enormous plastic defor-mation subjected to intensive blast waves, and columns lost carrying capacity, subsequently lead-ing to the collapse of the whole structure. The approach coupling influence between struc-tural deformation and fluid load well simulated the progressive collapse process of structures, and provided an effective tool for analyzing the collapse mechanism of the steel frame structure under blast load. 相似文献

Optimal piezo-actuator sizes and locations for a frame structure under bending load uncertainty are determined with the objective of minimizing the deflection under worst case of loading. The bending moments generated by the piezo-actuators are used for deflection control, i.e., to minimize the maximum deflection. The frame is subjected to a tip load which lies in an uncertainty domain with regard to its magnitude and direction. The specific uncertain loading studied in the present paper involves a load of given magnitude but of unknown direction, which should be determined to produce the highest deflection. The worst case of loading depends on the size and location of the actuators leading to a nested problem of optimization (design) and anti-optimization (uncertainty problem).
