在大量档案、回忆录和访谈的基础上,本文详细地再现了1949-1979年间中国生物化学(委员)会参与国际科学交流历程:1956年,经周恩来总理关心,加入国际生物化学联合会(IUB);1958年后,因IUB没有完全拒绝台湾的入会申请,先是以不参加国际生化大会以示抗议,后来又申明退出;1979年,在西方科学家的大力斡旋下,大陆以国家会员名义、台湾以地区名义重新加入IUB,开创了海峡两岸同时参加国际学术会议、加入国际学术组织的新模式。文章还由小见大,展示了不同时间段大陆和台湾的两岸政策,分析了其得与失。  相似文献

This paper discusses the results of an action-research project developed in a federation of Parents Associations (PAs) in Catalonia, aimed at helping PAs involve immigrant families. First, I nuance the idea of participation in schools to highlight some of the problems associated with participative initiatives targeting ‘hard to reach’ parents. Then, I borrow the notion of Intermediary Organizations (IOs) to assess in what ways PAs may be able to become a valuable resource to help schools involve immigrant parents. In this regard, I analyse the situation of Pas located in multicultural contexts. Then, three specific PA projects are discussed to illustrate PA’s strengths and weaknesses when leading their own projects. In conclusion, I argue that, in order to work as truly IOs, PAs must: (a) build on the experiences of successful PAs leading projects; (b) strengthen their organizational closure; and (c) lessen their responsibility to carry on important school services.  相似文献

Many universities have developed large-scale interdisciplinary research centers to address societal challenges and to attract the attention of private philanthropists and federal agencies. However, prior studies have mostly shown that interdisciplinary centers relate to a narrow band of outcomes such as publishing and grants. Therefore, we shift attention to include outcomes that have been the centers mandate to influence ? namely outreach to the media and private industry, as well as broader research endeavors and securing external funding. Using data covering Stanford University between 1993 and 2014, we study if being weakly and strongly affiliated with interdisciplinary centers in one year relates to and increases (1) knowledge production (publications, grants and inventions), (2) instruction (numbers of students taught, PhDs and postdocs advised), (3) intellectual prominence (media mentions, awards won and centrality within the larger collaboration network), and (4) the acquisition of various sources of funding in the next year. Our results indicate that interdisciplinary centers select productive faculty and increase their activity on a broad range of outcomes further, and in ways greater than departments and traditional interdisciplinary memberships, such as courtesy and joint appointments.  相似文献

Based on two case studies of Third Sector Organizations (TSOs) working with schools and parents in Catalonia and London, this paper aims to discuss some of the implications of ‘participative’ programmes aimed at involving those migrant families seen by schools as ‘hard to reach’. First, we describe how an ambiguous notion of participation can shift responsibilities to families and leave internal school practices free from critical gaze. Second, we focus on the complexities and tensions involved in the process of partnering TSOs with schools because of the bureaucratic nature of educational institutions and unresolved conflicts of interests and responsibilities. Finally, we argue that the potential of these initiatives were limited and diluted by being stand-alone and time-limited. Our analysis suggests that, in spite of their apparent success, they ended up being part of powerful authorising narratives that justify the outsourcing of public services and the abdication of the State’s responsibilities.  相似文献

Background: Child sexual abuse is undisclosed for many reasons that are resistant to change. Citizens can play an important role in disclosing cases of child sexual abuse to authorities. Professionals who deal with children also play a crucial role. Office-holders in organisations have a clear responsibility to prevent cover-ups of sexual abuse. Recently, some countries have created important new legal duties for adults to disclose child sexual abuse.Objectives: This article creates a contemporary taxonomy of duties to disclose cases of child sexual abuse, and explains their nature and justification.Participants and setting: Citizens, professionals dealing with children in the course of their work, and managers of child and youth-serving organisations.Methods: Legal analysis created a taxonomy of reporting duties. Analysis of these duties from perspectives of criminal jurisprudence, public health law, children’s rights and ethics considered their justification.Results: Seven legal duties now exist, in criminal law, civil law and child protection law. Some apply to all citizens; others to managers in organisations; others to professionals dealing with children in the course of their work. All the duties are directed to early detection of cases; some are directed towards prevention; and some are focused on avoidance of institutional corruption.Conclusions: These developments represent historic progress in overcoming normally intractable barriers to disclosure of cases of child sexual abuse. New legal duties are consistent with principles from criminal jurisprudence, public health law, children’s rights and ethics. Where adopted, societies should ensure the creation and maintenance of ecological conditions in which these duties can be observed.  相似文献

UNESCO suffers from two structural incompatibilities. The first is between the breadth of its stated goals and paucity of its financing. The second is between the countries who largely finance the organization and the many other countries who claim its benefits. As a consequence the functions of UNESCO are not critical to the interests of the financing member states. Other UN agencies with similar dilemmas have sought solutions to critical problems as seen by industrial democracies and to attract external budgetary resources as to finance these activities. It is suggested that UNESCO should do the same.  相似文献

Electronic data interchange (EDI) provides means for interorganizational communication, creates network externalities, requires an advanced information technology (IT) infrastructure, and relies on standards. In the diffusion of such innovations, institutional involvement is imperative. Such institutions contain governmental agencies, national and global standardization organizations, local government, and nonprofit private organizations like industry associations. The last type of organizations we call intermediating institutions. They intermediate or coordinate ("inscribe") the activities of a group of would-be adopters. Unfortunately, little is known of how these organizations shape the EDI diffusion trajectory. In this article we examine one specific type of intermediating organizations?industry associations?and how they advanced the EDI diffusion process in the grocery sectors of Hong Kong, Denmark and Finland. We identify six institutional measures, placed into a matrix formed by the mode of involvement (influence vs. regulation) and the type of diffusion force (supply push vs. demand pull), that can be mobilized to further the EDI diffusion. Industry associations were found to be active users of all these measures to varying degrees. Their role was critical especially in knowledge building, knowledge deployment, and standard setting. Furthermore, institutional involvement varied due to policy and cultural contingencies and power dependencies.  相似文献

随着经济体制改革的深入和农业产业结构的调整,农民专业合作经济组织得到了发展,为广大农民带来了一定的增产增收。但是,由于没有明确的法律地位和政策扶持,阻碍了这类组织的进一步发展与壮大。福建省泰宁县下坊农家度假山庄合作经营是农民专业合作经济组织发展的一个例证。笔者以此为例,深入下坊农家度假山庄,对下坊农家度假山庄的形成过程和合作经营状况进行调查,分析了专业合作经济组织与农民增收之间的关系,并对农民专业合作经济组织的发展问题进行思考。  相似文献
