The Singapore education system plays a central role in the mythology of the young country’s nation building project. The education system is portrayed as the cradle of Singapore’s multiracialism, fostering racial harmony and understanding. Yet this historical study of primary school English textbooks from the 1970s to the present reveals that since the beginning of the 1980s they have been systemically designed in such a way that they evoke high levels of racial consciousness, and at their worst have displayed a pro-Chinese bias that has deprived non-Chinese children of inspiring role models. This study helps to explain the results of recent sociological research that has cast doubt on the effectiveness of the Singapore education system as an instrument for promoting racial harmony.  相似文献

ABSTRACT

This paper looks at how cosmopolitanism is practised amongst Singaporeans who have experienced Singapore’s education reform in the 1990s. Cosmopolitanism in Singapore is tied to state-intervention with a national orientation. To complement Singapore’s push towards cosmopolitanism, the education reform in the 1990s promoted the idea of a national citizen with a global orientation. I looked at 40 Singaporeans born after the year 1990 to investigate cosmopolitan attitudes that have emerged from the tensions between cosmopolitanism and nationalism. To meet the state’s ideals of cosmopolitanism, these Singaporeans employed strategies to practice a particular form of cosmopolitan openness which prioritise national interests. Nationalism and cosmopolitanism co-exist in Singapore and share a dialectic relationship as I argue that these Singaporeans are global national citizens.  相似文献

This article traces the development since 1959 of various policies aimed at upgrading Malay educational achievement in order to close the socio-economic gap between the Malay and non-Malay communities in Singapore. It analyses the various economic and political factors that have shaped policy decisions. Several recurrent themes in official discourse on the Malays' educational problems are highlighted, along with the tensions inherent in these policies. The article concludes by discussing the extension of the strategies initiated in the 1980s to encompass the economically disadvantaged sections of the Indian and Chinese communities as well.  相似文献

人民行动党自身的成功和对新加坡治理的成功,原因就在于它适应了新加坡的社会生态环境。与其他政党的执政环境相比,人民行动党与其执政环境的关系又显现出了执政环境的相对性与被动性,即作为现代新加坡的缔造者,人民行动党的执政环境在相当程度上是由人民行动党自己创设的,所以,人民行动党与其执政环境之问就较少地存在不和谐因素。人民行动党通过议会选举来取得在议会中的多数席位,其首领被任命为政府首脑,几乎垄断了新加坡所有的政治、经济和文化资源。人民行动党执政以后,致力于新加坡的经济发展,经过40多年的发展,已经取得了举世瞩目的成就,为人民行动党执政提供了良好的经济环境。人民行动党在执政之后面临着复杂的社会环境。不管是夺取和维持执政地位,还是推行自己的政策,达到执政目标,都必须考虑到这些因素。对于新加坡而言,其自然生态是其政党制度形成与维持的基本物质条件之一,其独特的自然生态也是人民行动党执政的一个最具现实作用的基础。虽然新加坡是一个合法的独立国家,而且繁荣昌盛,同时却仍然十分脆弱,不大能够自由行事,不管是地区范围的国际环境,还是全球范围的国际环境,都对人民行动党的执政产生了巨大影响。  相似文献

Singapore’s remarkable performance in Programme for International Student Assessment (PISA) has placed it among the world’s high-performing education systems (HPES). In the literature on HPES, its ‘secret formula’ for education success is explained in terms of teacher quality, school leadership, system characteristics and educational reform. This article offers an alternative explanation for the education success of Singapore and, in so doing, questions the basic assertions of the HPES literature and, in particularly, the use of PISA results as the prime indicator of the educational performance of a school system. The explanation is informed by a historical perspective on the development of the Singapore education system and based upon a body of empirical findings on the nature of pedagogical practice in classrooms, both of which are vital for understanding the educational performance of Singapore’s education system. The article concludes by addressing the implications of this analysis for educational policy borrowing.  相似文献

In this article the author explores the policy discourse on teacher professionalism (TP) in Singapore. Various types of relevant policy texts are collected and analysed, considering the three different perspectives of TP discussed in the existing literature – the managerial view, the professional view and the transformative view. The author argues that the current discourse presents a hybrid notion of TP that integrates managerial and professional views to serve policymakers’ intentions, but this is a constrained view that may de-professionalise the teaching profession by narrowing TP to faithful alignment and effective implementation of the national curriculum.  相似文献
