This paper explores the metonymic slippage surrounding the discourse of public education, through observations and interviews with Lawson High School active campaigners in the state of Victoria, Australia. The notion of campaigning for public education has become an ever-present issue on an international scale, and this article aims to contribute qualitative knowledge regarding the key concepts that lobbyists produce and articulate within their meetings concerning public education. Data have been obtained through direct participatory observation within a contextually specific campaigning site, lobbyists' publications and one-on-one interviews with active campaigners. Findings indicate that campaigners present distinct conceptualisations of public education as a discourse and a well-defined model of their school-of-choice.  相似文献

One of the most important changes in the environment of schooling during the last decade has been the establishment of educational markets and inter–institutional competition which, in turn, has led to the development of a new management culture in schools. In the light of these developments, this paper draws together the research on heads' responses to marketisation and suggests theoretical hypotheses on the impact of its underlying features on their psychological well–being. Our argument is that the major features of educational marketisation may promote the emergence of both the determinants of professional growth and self–renewal and of occupational stress and job burnout among headteachers. These determinants, in turn, lead to the appearance of two types of well–being among school heads. To support our hypothesis we refer to the work of others and empirical findings from various fields of study.  相似文献

Contemporary education reforms that draw ideas from the political and economic fields are said to be altering the nature of vocational education. While there are substantial policy studies on the effects of marketisation reforms, fewer analyse the perspectives of vocational educators on such reforms. How vocational educators negotiate the potential clash of values when marketisation reforms are enacted within the sector remains relatively unexplored. This paper aims to incorporate these perspectives in order to explore and help explain the responses of vocational educators to such changes. To do so the paper draws on concepts from Legitimation Code Theory, a sociological framework for analysing practices and beliefs. Specifically, it enacts ‘autonomy codes’, which reveal how external forces impact upon the internal practices of a social field. These concepts are used to analyse the beliefs and perceptions of a group of vocational educators in Australia who are undergoing marketisation reforms. The analysis suggests that many educators are experiencing a growing ‘code clash’ between the goals they attribute to reforms and their own beliefs about public education and the expectations of their students, one which problematises their capacity to reconcile these sets of values and colours their views of changes in the sector.  相似文献

During 2002, the Australian Education Ministerconducted a year-long review of tertiaryeducation under the title Higher Educationat the Crossroads. The policy statementarising from that review was released on 13 May2003. It incorporates a combination of newfinancial incentives on students anduniversities, potential expansion of full-feeplaces, and increased intrusion into universitypriority setting.The policy statement promised a $A1.5bexpansion in funding over four years, with morefully-funded university places, and an emphasison improving the quality of teaching andlearning.The strategy is market-driven and could createa `fee-culture' in Australian universities. Implementation of the new policy is not assuredas it has to pass a hostile Senate. Theimplementation process also carries risks forgovernment and universities. In Australia there is growing interest in a national curriculum to replace the variety of matriculation credentials managed by State Education departments, ostensibly to address increasing population mobility. Meanwhile, the International Baccalaureate (IB) is attracting increasing interest and enrolments in State and private schools in Australia, and has been considered as one possible model for a proposed Australian Certificate of Education. This paper will review the construction of this curriculum in Australian public discourse as an alternative frame for producing citizens, and ask why this design appeals now, to whom, and how the phenomenon of its growing appeal might inform national curricular debates. The IB's emergence is understood with reference to the larger context of neo-liberal marketisation policies, neo-conservative claims on the curriculum and middle-class strategy. The paper draws on public domain documents from the International Baccalaureate Organisation and newspaper reportage to demonstrate how the IB is constructed for public consumption in Australia.  相似文献

Abstract

The marketisation of schools has emerged as a defining feature of the education landscape. While the role of principals and lead teachers in carrying out marketing work was investigated in the late 1990s, there has been scant evidence of how the people and practices of marketing in schools have evolved into the twenty-first century. Expanding on existing literature on educational marketing practices in schools, and through in-depth interviews with a unique sample of school marketers, this study explores the emergence of the school marketing professional. The interviews reveal the diverse backgrounds and experiences of these individuals, the transfer of their business skills into schools and the tensions in professional boundaries with educators who traditionally performed school marketing activities. Ultimately, the study furthers insights into the co-existence of educational and managerial agendas in the schools market.  相似文献

This paper explores one key aspect of marketisation in English universities, the quality-related research funding (QR) system, which central government in the United Kingdom uses to allocate funds to Higher Education Institutions (HEIs), based on a system of reviewing and rating the ‘quality’ of research at different HEIs. Specifically, it focuses on the experiences of 30 members of academic staff from eight universities across England who were engaged in research and/or scholarly activity in the broad field of Higher Education for Sustainable Development (HESD), during the time leading up to the 2014 Research Excellence Framework (REF) submission period. Interviewees were asked to talk about their experiences of being a HESD researcher/scholar within the context of the QR system and their perceptions of the relationship between the QR system and interdisciplinary, sustainability, pedagogic and HESD research. Findings from the semi-structured interviews and resulting qualitative analysis, reveal a number of obstacles facing HESD researchers which are outlined and explored in the paper. Strategies and rationale for improving the quality, reputation and ultimately, the ‘REF-ability’ of HESD research are discussed, and highlight the complex interface between marketisation and sustainability in higher education.  相似文献

Abstract

Metaphors help us understand a concept by resorting to the imaginary because it is sometimes difficult to do so through the use of words alone. Thinkers have made use of metaphors to not only describe ‘falling in love’, ‘the pain of losing someone dear to us’, but also to describe particular concepts both in arts and sciences. In fact, the use of metaphors in some disciplines, particularly the sciences, is now regarded as something essential for the development of the field. We note that influential philosophers of education, such as Martin Buber, Paulo Freire, Michael Apple, Gert Biesta and Ilan Gur-Ze’ev have also made use of metaphors to discuss education and specific issues in educational contexts. In this article, we do two things: (i) we discuss the methodological importance of metaphors in helping us make better sense of concepts and particular problems; (ii) building on this methodological discussion, we critically discuss the problems posed by the current processes of ‘marketisation’ and ‘learnification’ in education. We conclude by arguing that metaphors do not provide us with ultimate answers to the problems we face; rather, they help us unveil a diversity of novel perspectives and a world of new possibilities.  相似文献

The marketisation of higher education (HE) has created a number of tensions and ideological dilemmas that may influence how academics see their roles and teaching practices. This paper explores how academics in the discipline of social work (who were also in leadership roles) perceive their roles and identities and manage the tensions and dilemmas that arise for them as teachers in the current HE environment. Unless the tensions and dilemmas are articulated, it is not possible to understand and manage their impact on academics. This may lead to the loss of quality learning experiences for students and lower workplace satisfaction. This paper addresses the research question: were there ideological dilemmas experienced by social work academics in the current environment and if so, what subject positions did they adopt in response to these? A discursive psychology approach was used to answer this question. Data showed a range of ideological dilemmas represented by each of the different subject positions adopted. The paper concludes with questions for readers to consider, generating ideas for transferring understanding of these ideological dilemmas into positive action within the workplace.  相似文献

This article analyses and critically discusses how context is relevant when constructing and upholding an equivalent education for all within the neo-liberal educational regime of marketisation and accountability. At the centre of the article is a study of national school inspection reports in four municipalities in Sweden, exploring performance gaps, equality and justice in an educational system, that for decades has emphasised universal welfare, justice and equality. By drawing on the concept of ‘the politics of blame’, findings show that accountability and blame are constructed in complex ways. Although teachers and schools are blamed for low expectations with little contextual consideration by Swedish Schools Inspectorate, local governments are blamed for not redistributing resources. This can both challenge and strengthen the contemporary regime in governing education.  相似文献
