This article provides a broad overview of the likely global/regional contextual factors and unique national characteristics that influence e-commerce diffusion in Singapore. Our analysis suggests that Singapore is likely to be a very fast adopter of e-commerce applications that have relatively proven business models in other advanced countries. In particular, advanced manufacturing clusters in Singapore with strong global supply chain links to advanced countries (especially electronics), logistics and transportation services, and other global market-oriented, business-to-business (B2B) industries are likely to be the most aggressive in adopting e-commerce applications. In contrast, we predict that Singapore will be less likely to innovate new e-commerce technologies or pioneer revolutionary e-commerce applications with radical global impacts, due to the small local market and the inadequate development of an information and communications technologies (ICT) entrepreneurial community with extensive network links to Silicon Valley and other entrepreneurial hot spots. Singapore is also unlikely to be a leader in large-scale business-to-consumer (B2C) e-commerce applications and mass consumer contents publishing. Our review of government policy initiatives to promote e-commerce suggests that although they are by and large in the right direction, they are unlikely to have significant impact until proven e-commerce models have emerged and competitive pressure start to be felt by companies. A possible exception is "e-government" applications. In contrast, we identify a number of areas where government policy initiatives have been a bit slow, notably in liberalizing the telecommunications services sector and in promoting technology entrepreneurship. Our review of the available empirical evidence on recent e-commerce diffusion trend and pattern in Singapore appears to be consistent with this analysis. 相似文献

ABSTRACTDrs Abhijit Banergee, Esther Duflo, and Michael Kremer won the 2019 Nobel Prize in Economic Sciences for their remarkable series of large-scale field experiments to lessen global poverty. The main theoretical framework that they employed was the diffusion of innovations research and practice paradigm (DOI) which has had a long presence in communication research dating back to the 1940s. Here, we reviewed the Nobel laureates’ article, ‘Using gossips to spread information: Theory and evidence from two randomized controlled trials,’ that is illustrative of how economists applied the communication theory of diffusion of innovations to their projects of social change. This article examines the diffusion of an e-government innovation, a common e-customs standardized solution, which is currently subject of research in the European Union. One of the goals of the European Union is to achieve trade facilitation as well as to secure import and export. In order to achieve this goal, the European Government aims to have a common e-customs standardized solution. For this reason, the European Government provided an e-government model. However, while the e-government model regulates the boundaries of the e-government elements and provides high-level functional and technical specifications, the adoption part is in the hands of the individual EU member states. Procurement of information technology and implementation of e-customs solutions are not specified. The main goal of this study is, therefore, to identify facilitators and barriers that can influence the adoption of standardized e-customs solutions. The research is based on Rogers' theory of innovation considering the technological, organizational, and environmental context. Within the framework of a European funded project, we conducted our study collecting data from interviews and workshops involving an inhomogeneous group of participants, i.e. stakeholders coming from academy, industry, and governmental institutions. By demonstrating the existence of four generic facilitators (benefits potential of the public sector; procedural improvements and streamlined business processes; avoidance of misinterpretations of standardized regulations; and standardization of processes, messages and data models) and three barriers (slowdown in regulation execution due to missing procedural templates, increased complexity in the standardization process itself, electronification of operations) related to customs management, the article contributes towards the research in diffusion and adoption of e-government standards and in particular of standardized e-customs solutions as well as political and societal impact of e-customs policies. 相似文献

We report findings here from an audience survey in New Mexico of the diffusion of a spectacular news event, the terrorist attacks on New York and Washington on September 11, 2001. This news event was perceived as very salient, and it diffused rapidly. The first terrorist attack occurred at 6:45 am (New Mexico time); within three hours almost all respondents had heard about the news event. Individuals reacted to this news in an emotional way, with many respondents praying, participating in a memorial event for the victims, contributing money and donating blood. The terrorist attacks also evoked a strong sense of patriotism. Compared to the news events studied in 52 previous investigations, the September 11 terrorist attacks caused stronger, and more emotional, audience reactions. 相似文献

Trust has been shown to play an important role in the adoption of information and communication technology (ICT) on an individual and firm level, but has received relatively little attention on a national level. In this paper we examine the impact of generalized trust, as measured by the World Value Survey, on the adoption of ICT products and related phenomena (e.g., such issues as Telecommuting and services such as E-Government Readiness), at a national level, while controlling for a nation's wealth. Because national trust levels having changed over time, we also examine how the rate of change in trust has impacted the adoption of ICT and ICT related phenomenon. Our findings provide strong empirical support for the argument that trust impacts national level adoption. The results are robust as we consider multiple variables and data sources. We also show that changes in trust rates are generally associated with corresponding changes in ICT adoptions. 相似文献

In the last decade, electronic government in Europe has emerged and established itself as a viable alternative channel for public service delivery. While e-government has now matured in most developed European countries, transition economies in Europe, have only recently begun to recognise its potential benefits and incorporated e-government as part of their national strategy. Although time may result in the amplification of e-government experience for transition economy countries, lessons drawn from developed countries indicate that political, fiscal, social, strategic and organisational issues need to be addressed when formulating plans for deploying e-government. Using case study research, this paper examines strategies adopted by the UK and Slovakia in the context of e-government implementation. This study focuses on the multiplexity of firm R&D networks, and it investigates two types of boundary-spanning networks: the bipartite network between firms and government-sponsored institutions (GSIs), and the traditional firm–firm network. We apply a social network perspective to examine the effects that these kinds of networks have on firm innovativeness, in relation to the effects of the firm’s internal R&D efforts. We define the firm-GSI network as bipartite, and we investigate how the structural characteristics of this network (cohesion and centrality) affect innovativeness. We then decompose the innovational effects of firm–firm networks into two categories (intra- and inter-sector) to distinguish the effects of these collaboration networks. Furthermore, we investigate how these various external collaborative networks interact with a firm’s internal R&D efforts for driving innovativeness. Our empirical study of 420 manufacturing firms in Mexico evaluates evidence from surveys and secondary data. The findings indicate that the structural properties of both firm–GSI and firm–firm networks have positive effects on innovativeness, but firm–GSI network cohesion has a stronger negative interaction with R&D in influencing firm innovativeness. Moreover, intra-sector centrality in a firm–firm network has a stronger negative interaction with R&D than inter-sector centrality does in driving firm innovativeness. We contribute to the literature by integrating insights from the perspectives of network multiplexity, social embeddedness, and resource complementarity in regard to inter-organizational behavior. Our study also provides meaningful guidelines for both managers and policy makers. The study’s findings are robust to concerns of common method bias and alternative model specifications. 相似文献
