论文对目前常用的两种文献计量可视化工具Cite Space和Hist Cite的功能进行比较分析。通过设计八个文献计量学指标作为两种工具的实验分析指标,以SCI中2003-2012年电子政务主题的1388篇研究性文献为实验文献样本,对这两种工具在事先设定好的八个文献计量学指标中的功能表现进行分析。最终从具体分析功能、图谱可读性和支持的数据格式三个角度对这两个工具的功能进行了对比。 相似文献

摘要:提高公民对电子政务服务的采纳意向是促进电子政务发展的重要途径。为了探查我国电子政务公民采纳意向的影响因素,本研究构建了电子政务服务公民采纳模型,并通过问卷方式采集了630个有效样本数据,运用结构方程建模方法对模型进行了检验。研究结果表明:(1)相对优势和相容性、自我效能在三个服务层次上对公民采纳意向均有显著影响;认知度、对政府的信任和感知信任分别在基本信息、信息交流、事务处理服务层上对公民的采纳意向产生显著影响。(2)感知信任的三个前因分别为:对互联网的信任、对政府的信任和认知度。

This paper presents the findings of a comparative study of laws and policies employed to protect personal data processed in the context of e-government in three countries (the United States, Germany, and China) with rather different approaches. Drawing on governance theory, the paper seeks to document the mechanisms utilized and to understand the factors that shape the governance modes adopted. The cases reveal that national government regulations have not kept pace with technological change and with the current information practices of the public sector. Nonetheless, traditional government regulation remains the major governance mode for the issue under discussion. Self-regulation and code-based regulation serve supplementary roles to traditional government regulation. National context is found to impact the form and level of data protection and the choice of governance modes. 相似文献

For decades, user participation has brought value to various systems development projects. Today, there are expectations that public e-service development will experience the same benefits. However, existing research has shown that introducing user participation into public e-service development can be challenging. In this study, we interviewed citizens in order to explore their willingness and ability to participate in public e-service development according to three user participation schools: User-Centred Design, Participatory Design and User Innovation. Our findings show that citizens in general are willing to participate, but their ability to do so is limited. Based on our findings, we developed nine propositions to explain citizens' willingness and ability to participate in public e-service development. The propositions contribute to practice by acting as a tentative guide for systems developers when they use user participation schools as inspiration in public e-service projects. They also act as a starting point for future research into conditions for user participation in public e-service development. 相似文献

Some scholars have supported e-government as a path to e-democracy, whereas others have been more cautious about the subject. In this article, we review the similarities between the concepts of e-government and e-democracy as well as evaluate e-government initiatives and e-democracy requirements in the case of Iran. We used a longitudinal study at two points in time to evaluate the path from e-government to e-democracy using two different methods: a systematic evaluation based on a checklist and a questionnaire survey. The trend of change in e-government initiatives was positive but low from 2008 to 2009, whereas the trend of change in e-democracy requirements was negative and substantial during the same period. We conclude that an emphasis on e-government as a way to e-democracy is not recommended in countries such as Iran. 相似文献

A rapid increase in the use of web-based technologies – and corresponding changes in government and local council policies – in recent years, means that many vital services are now provided solely online. While this has many potential benefits, it can place additional burdens on certain demographic groups, some of whom may become considerably disadvantaged or even disenfranchised. This is particularly problematic for English-as-a Second Language (ESL) speakers, who are often immigrants or refugees and thus have a greater need to access these e-government services, and who may struggle to understand and assess the relevance of complex documents. In this work we investigate the search behaviours and performance of native English speakers and two different groups of ESL speakers when completing e-government tasks, and the effect of document readability/complexity. In contrast with previous work, our results show significant differences between groups of varying language proficiency in terms of objective search performance, time on task, and self-perceived performance and confidence. We also demonstrate that document reading level moderates the effect of language proficiency on objective search performance. The findings contribute to our existing understanding of how English language proficiency affects search for e-government topics, and have important implications for the future development of e-government services to ensure more equitable access and use. 相似文献

In the context of Political Science, fragmentation refers to the process of decentralization, department differentiation and division of management in governmental institutions. Increasingly fragmented features emerge in China's administrative values, public resource operation, public organizational structures and public service provision in the post-industrial age, which affect the planning and implementation of e-government and inevitably map onto virtual government, leading to a fragmented Chinese e-government. Although most of the literature include impediments or measures to China's e-government, hardly any research can be found that focuses on theoretically identifying and innovating the way to handle problems.
