装备制造业是为国民经济发展和国防建设提供技术装备的基础产业。近年来,德阳市装备制造业基地建设发展强劲,企业规模迅速扩大。当前,我市装备制造业还需要政府从战略的高度加强宏观调控并支持其发展。税收政策具有权威性、产业引导性、政策可操作性以及直接效果明显等特征,决定其能够成为振兴装备制造业所采取的一个重要手段。我们应当整合现有的税收优惠政策,充分落实好鼓励技术创新和主辅分离的优惠政策,推广增值税转型的工作,妥善解决好装备制造业历史欠税问题。  相似文献

[目的/意义] 学科竞争力是高校竞争力的核心体现,高校的发展态势、竞争优势、声誉形象,根本体现来源于学科的发展水平。摸清学科现状、明确方向、找出差距、制定对策,是学校管理层考虑的重要问题。图书馆作为文献信息服务中心,可以基于丰富的信息资源和情报分析人才为决策者提供学科竞争力方面的决策支持服务。[方法/过程] 科学合理的学科竞争力分析指标体系和研究方法能够为科学决策打下良好基石。学科竞争力分析体系包括构建总体框架、筛选指标体系、明确对标院校,并注重数据来源的可获得性和分析方法的丰富性。以北京大学图书馆完成的学科竞争力分析报告为例进行全方位阐释。[结果/结论] 基于用户需求调研,采取全面客观的指标体系,对多模态的来源数据进行深度处理和规范化操作,并通过多种分析数据库、数据分析软件、可视化分析工具等对数据进行多维度分析,形成一套科学有效的高校学科竞争力分析流程和方法,操作性强,可以为校领导、科研团队、师生及学校相关机构提供深度的学科情报咨询决策服务,也可为更多高校图书馆开展此类服务提供借鉴。  相似文献

Staff providing support to children with disabilities in residential disability centres in Oman are exposed to stressful work environments which may put them at an increased risk of burnout. Previous research has examined predictors of stress in disability support staff, but there is little consensus as the findings are inconclusive. Using a cross‐sectional design, a short survey examined religious coping styles, meaning and inner sense of peace, attitude to meaning in life, organisational religiousness practices and stress of 142 female disability support staff from community disability centres in Oman. Multiple regression analyses indicated that positive religious coping was more predictive of stress than negative religious coping. There was an association between meaning‐making and stress in disability support staff. Religious organisation explained most of the variance in stress scores and was the best predictor of stress in disability support staff. Implications of the study are discussed in relation to the role of both culture and religion.  相似文献

A longitudinal study was conducted to understand post‐school transition practice for young people with additional support needs (ASN) before and after the implementation of key legislation, the Education (Additional Support for Learning) (Scotland) Act 2004, amended in 2009. Primary data were collected from one local authority in Scotland. Twelve professionals involved in post‐school transition planning were interviewed in 2004 and eight in 2010. Minutes of transition meetings from one school for three young people prior to the implementation of the Act and four after the implementation were analysed. Results show some changes since the implementation of the Act.  相似文献

基于支持向量机的分类原理,对具有显著不平衡性的用户行为数据进行分析,旨在探索一种利用用户浏览商品网页时的行为特征,识别用户关于商品品牌购买偏好的方法。文章提出一种基于马氏距离的高维空间类中心隶属度构建方法,将该方法与支持向量机和基于欧式距离的高维空间类中心隶属度的模糊支持向量机进行比较,通过一组对比实验,证明该方法用于对用户行为偏好识别的有效性和优越性。  相似文献

This paper explores an emerging and largely unresearched sector of the school education market, the transfer of local authority support services to external social enterprises. It locates these new social enterprises as a consequence of government strategies to reduce public spending, shrink local government and create competitive markets in public service provision. Non-profit social enterprises create and occupy a sector of a differentiated market in school support services which is not sufficiently commercially attractive to for-profit companies. The government discourse of these social enterprises as employee-led mutuals is contradicted by their user-led ownership and governance regimes. The analysis offered by this paper is substantiated by a case study, based on interviews and policy documents, of the transfer of the Birmingham local authority's Music and Health Education Services to a social enterprise independent from the city council.  相似文献

This article uses a South African case study to argue that postcolonial, emerging economy societies in transition often contain schools characterised as high risk and high need. Such schools require teachers to adapt to roles other than facilitating learning, such as psychosocial support and care, and which requires additional professional development. In the absence of structured teacher professional development programmes, alternatives are required to assist teachers. The paper describes a nine-year partnership between higher education researchers and teachers in high-risk and high-need schools in three South African provinces. The participatory reflection and action (PRA) study served as platform for a school-based intervention to assist in-service teachers to adapt to their additional responsibilities. Thematic analysis was used to identify the ways in which teachers’ adaptation to high risk benefitted from the programme, and self-determination theory is used to argue for a dynamic and interconnected relationship between the teachers’ demonstrated pathways to psychosocial support and care. The article argues that in socio-politically transforming societies where need is high for in-service teacher training and formal structures for teacher professional development may be limited, partnerships between researchers and teachers appear to be useful platforms for school-based interventions to support teacher resilience.  相似文献

This study examined whether peer support was related to psychosocial outcomes for college women serving as youth mentors in the Young Women Leaders Program (YWLP), a service-learning mentoring program. The outcomes assessed were college students’ ethnocultural empathy and their sense of competence, relatedness, and autonomy. Data included questionnaires completed by YWLP mentors (YWLP; n = 227) and college women with (CS; n = 230) and without (no CS; n = 105) alternative community service involvement. Results showed that YWLP mentors’ level of perceived peer support was associated with stronger outcomes in autonomy as compared to the CS group and in ethnocultural empathy as compared to both comparison groups. These findings extend the literature on effective support for college service-learning participants.  相似文献

Several researchers have suggested the importance of being responsive to students' needs in research supervision. Adapting support strategies to students' needs in light of the goals of a task is referred to as adaptivity. In the present study, the practice of adaptivity is explored by interviewing expert thesis supervisors about diagnosing student characteristics in order to determine students' needs and concurrent adaptive support strategies. The findings suggest that next to competence, supervisors also diagnose elements of students' determination and context. With respect to support strategies, it is suggested that supervisors adapt to student needs in terms of explicating standards, quality or consequences, division of responsibilities, providing more/less critical feedback and sympathising. The complexity of the relationship between diagnosing student characteristics and adapting support strategies is illustrated and needs further study.  相似文献
