Summary During the 1990s a sometimes bitter controversy in legal circles has raged concerning what has become known as “citation reform.” Major proponents of reform include small legal publishers, the American Bar Association, and the American Association of Law Libraries (AALL). Major opponents include the West Group and a number of federal judges and court clerks. Proponents argue for a universal, public domain, vendor neutral, medium neutral citation system (short title: universal citation) based on two premises: (1) a change is necessary to break the West Group's virtual monopoly on its own citation system, which the courts have up to now declared worthy of copyright protection; and (2) the proposed system is objectively superior to West's version. Because West's citation system is used extensively by the courts, its monopoly status keeps the cost of legal research artificially high at a time when inexpensive technologies like the Internet and CD-ROMs are increasingly making it possible to lower the cost of access to case law. In addition, compared to the West system, a public domain, vendor neutral system is simpler, is permanent when the case is first issued, is uniform for all jurisdictions, covers all formats, print and electronic, and is easier to understand. This article explores the issues surrounding the controversy, discusses the pros and cons of both systems, and analyzes current copyright cases that are likely to determine the outcome of the argument. 相似文献

This paper summarizes the presentations made at the “Academic Journal Publishing” session of the 2007 NASIG conference. The session was conducted by four publishers from a variety of academic publishing companies who made presentations (specifically tailored to a librarian audience) which provided a broad stroke overview of their industry and how they go about the process of publishing and distributing academic journals in the 21st century. Through each of their presentations they spoke to the questions of “what they do, how they do it, and why they do it.” Topics covered included the launch and acquisition of journals, the peer review process, the tools and services supplied to authors and editors, the production processes employed, special legal and copyright issues, marketing and distribution strategies, and usage. 相似文献

Much of the recent library literature related to scholarly communication and predatory publishers has focused on faculty concerns regarding publishing in questionable journals for tenure or promotion purposes. However, little attention has been paid to predatory publishers in the context of student research and library instruction. The presence of predatory journals in library databases may put students at risk of including questionable content in their academic output. While the results of this study reveal that the number of predatory publishers and their associated journals are fairly small in the three article database packages and one directory that were examined, predatory journal content was more prevalent in one particular resource and in certain subject areas. 相似文献

Some of the challenges that test publishers face in constructing educational assessments that meet high technical quality as prescribed in the Standards for Educational and Psychological Testing ( AERA, APA, NCME, 1999 ) are examined. Federal educational initiatives are used to illustrate demands on technical quality that challenge the efforts of test publishers to adhere to the Standards . Abstract Albanian-language publishing in Kosova during the 1990-1999 period was very much affected first by Serbian censorship and persecution, then by the war. The situation has improved since the fighting stopped in the summer of 1999, with most of the seven main publishers having reopened. The author reviews major newspapers, news magazines and other periodicals from Kosova, then lists books by important authors brought out by various publishers. The Internet has proven an important means of communicating news and culture, especially during the recent disruptions; several sites are listed. A section follows showing some significant library collections of Kosovar Albanian material. The author suggests acquiring such publications directly from their publishers and gives contact information. Finally, there is an English-language bibliography of recommended reading about Kosova in general. 相似文献
