Education and training serve as critical elements of advancement of a nation’s economy in transition. The restructuring of the power engineering industry in Russia has called for a fast implementation of new management system in electric power engineering and radical training of professional managers at different levels in organizations. Management training in electric power engineering in Russia has been implemented by (1) preparing highly professional managers in higher education institutions and technical universities and by (2) improving the management skills of practicing managers in technical universities and educational centers of different power energy companies. This article reports the experience of introducing a new discipline ‘Management in Electrical Engineering’ at the Moscow Power Engineering Institute (Technical University) and reflects on training managers in electric power engineering at higher education and corporate educational centers.  相似文献

What belongs to quantum theory is no more than what is neededfor its derivation. Keeping to this maxim, we record a paradigmaticshift in the foundations of quantum mechanics, where the focushas recently moved from interpreting to reconstructing quantumtheory. Several historic and contemporary reconstructions areanalyzed, including the work of Hardy, Rovelli, and Clifton,Bub and Halvorson. We conclude by discussing the importanceof a novel concept of intentionally incomplete reconstruction.

The Ukrainian Society, after introducing the computer literacy course for secondary schools in 1986, is trying to reach the next stage of digital literacy through the development of a National Informatization Programme. Some results of the programme are described: the incorporation of telematics into the educational system and Internet literacy for teachers and students, free of charge and in local languages; the development of regional and local nodes of educational institutions and their incorporation into a national network; the participation of non-governmental organizations in the financing of educational programmes; and the development of a national ethics Net-Codex. Ukraine, as a typical “country in transition”, needs international support in digital literacy through co-operative projects; some proposals for such co-operation are given.  相似文献

Quantum technologies can be presented to the public with or without introducing a strange trait of quantum theory responsible for their non-classical efficiency. Traditionally the message was centered on the superposition principle, while entanglement and properties such as contextuality have been gaining ground recently. A less theoretical approach is focused on simple protocols that enable technological applications. It results in a pragmatic narrative built with the help of the resource paradigm and principle-based reconstructions. I discuss the advantages and weaknesses of these methods. To illustrate the importance of new metaphors beyond the Schrödinger cat, I briefly describe a non-mathematical narrative about entanglement that conveys an idea of some of its unusual properties. If quantum technologists are to succeed in building trust in their work, they ought to provoke an aesthetic perception in the public commensurable with the mathematical beauty of quantum theory experienced by the physicist. This paper addresses sliding friction of a ski during steady horizontal gliding on snow. A simple mathematical theory accounting for both dry and wet friction is developed. The water film evolution along a ski is calculated with a lumped-element thermal model. An analytical solution is obtained for the ski friction force. Representative calculation results are demonstrated for a range of ski velocity, contact surface area fraction, snow temperature, and ski aspect ratio.  相似文献

The concept of ontologies has been widely reported in the literature, and has been described various ontological designs, but few works try to explain in practical terms how to design an ontology. On the other side, although it is widely accepted the importance of maintenance of software products, few ontological designs focus on applying techniques to manage knowledge to get it. This paper analyzes the ontologies proposed to address this need, in order to present information that can help to software development organizations in similar works. Besides, is described a methodological process to structure an ontology that can be applied to manage knowledge in software maintenance.  相似文献

To demonstrate whether individuals of the new generation have developed a unique and different learning model, research was conducted on children aged 10–11 in England, the United States, Australia and Germany. The qualities and the characteristics those children seek in the activities with which they spend more time were recognized. Using this knowledge, an innovative IT-based teaching model was structured and applied to an experimental group during the 2016–2017 school year. The results show that children indeed have developed their own learning model to extract the information they need from everything that catches their attention, challenges them and offers them rewards. In addition, they easily lose attention and interest when they are subjected to the traditional teaching model, as evidenced in the control group.

The solid phase polymerase chain reaction (PCR) on a gel-based microarray system was studied under various durations of individual stages of the PCR cycle and spatial restriction of the reaction volume. Combining the experimental study with numerical modeling, we demonstrated that the diffusion of the PCR product in and out of a microarray element during the annealing and melting stages, respectively, is the main factor responsible for distinctive features of the studied type of PCR. The restriction of reaction volume leads to faster PCR signal growth. Particularly, the capillary array, whereby gel-based microarray elements are located on a glass bar inserted into capillary chamber, was found to be a suitable format for the development of the platform.  相似文献
