How well do governments comply with their own transparency statutes? Alarmingly, answers to this question are in short supply because of patchy comparative data. This study begins to address this gap by analyzing an exhaustive compilation of 265 transparency compliance evaluations (i.e. audits) authored by NGOs, academics, and government oversight authorities across Latin America between 2003 and 2018. Aggregating data on patterns of evaluation and public sector compliance with transparency statutes, we find modest increases in compliance over time, strikingly low compliance with passive transparency compliance (i.e. governmental responses to citizen requests) at the local versus national levels of government, and significantly higher compliance scores when government oversight agencies act as evaluators. Our data also reveal worrying gaps in evaluation efforts. Evaluators tend to focus far more on active transparency (i.e. website-based disclosure) than passive transparency, more on national level governments than subnational governments, and preponderantly on the executive as opposed to legislative or judicial branches of government. Textual analyses show that education is the most evaluated policy theme, with financial policies and social services close behind. In presenting the first large-scale cross-national assessment of transparency compliance, the current study brings to light trends in the effectiveness of transparency regimes and patterns of transparency evaluation across Latin America.  相似文献

This paper introduces a set of services for the creation of on-line surveys, questionnaires, exams and self-assessment tests within a virtual community system used in e-learning settings. The system, called "Online Communities", is a dynamic web application used as platform for blended learning activities by the Faculty of Economics of the University of Trento. The functionalities added to the platform are contextualized into virtual communities, where activities take place. This allows us to create, submit and analyze questionnaires within and/or outside the boundaries of a community. Furthermore, the system allows to manage libraries of queries organized by the teacher/administrator of the community according to topics and levels of difficulty, in order to produce tests and generate self-assessment sessions on behalf of students. The addition of a questionnaire/ poll/self-assessment tool to a virtual community system can add a lot of interesting features, mainly using the inheritance mechanism implemented among different hierarchically-connected communities. This paper will present these functionalities and highlight one of these services, precisely the one dedicated to self-assessment. In the system, self-assessment tests have indeed a double nature: (1) They are useful to students for checking their own level of preparation; and (2) They are useful to lecturers as an indicator of the level of preparation reached by the students. In order to encourage the use of the system within the whole educational process, and not to limit the real use of the service to the period of the final exams only, the possibility has been foreseen for each participant to share his/her own test results, comparing them with the other members of the community, and even offering real "challenges", thus transforming passive and "solitary" learning into something much more stimulating and "social".  相似文献

Individuals with disabilities comprise the largest minority group in the world, yet they are the most underrepresented minority group in higher education, the job market and entertainment media such as literature. This population is often underrepresented because of the overlapping physical, attitudinal and policy barriers that prevent them from participating fully in society. Despite their large numbers, individuals with disabilities not only encounter personalised prejudice, but also experience institutionalised prejudice. In an effort to reduce negative attitudes toward individuals with disabilities, this study examined the effects of positive disability exemplars on people’s attitudes. A comparison between implicit and explicit measures of prejudice found that implicit bias of able-bodied students was more entrenched than explicit biases.  相似文献

This essay examines Brain: The World Inside Your Head, a traveling museum exhibit sponsored by Pfizer, to show how the dissemination of psychiatric vocabularies aligns corporate and individual interests. The spatial composition of the museum and its interactive exhibits interpellate visitors as active agents capable of expressing their experiences through the scientific vocabularies of contemporary neuroscience. The gentle and benevolent conditioning to a way of thought and a manner of speaking, rather than a “hard sell” approach, makes pharmaceutical remedy an obvious and desirable mode of self care.  相似文献

Although neuroscientifically informed mothering advice manuals published in the past 15 years speak in the languages of liberation, empowerment, and self-realization, I argue that they ultimately imbricate women in ever-more-dense networks of authority, expertise, and government, and contribute to the proliferation of entrepreneurial models of self-conduct that comprises the defining feature of American neoliberalism. This rhetoric situates motherhood as a practice of freedom, both drawing from and contributing to affective forces that suture freedom to economic models of conduct. Through these discourses, emotion-centric, self-interested mothering practices become a key site for the production and reproduction of entrepreneurial selves.  相似文献
