Since the 1930s, the Library Bill of Rights has acknowledged the ethical responsibility of librarians to provide access to information in all formats to all people. Librarians are charged with selecting, organizing, and instructing patrons on how to locate and use the resources, and preserving information regardless of format or technology. The information revolution and the pervasive thinking that everything is available on the Web have created new challenges to these traditional professional ethics. Acquiring and providing dependable access to electronic resources require librarians to learn and apply new skills such as negotiating license agreements and understanding evolving technologies. Print publications provide a degree of permanence, but e-information, if it is not properly managed, can be highly transient. Internet services provide large, uncontrolled, unregulated collection of resources. If the very nature of the Internet makes it nearly if not completely impossible to evaluate the content of web-sites, how does the librarian protect the integrity of the information the library provides? Along with traditional ethical conflicts, librarians in the virtual library are faced with new challenges to provide equitable access to usefully organized resources, to address petitions to deselect or filter, to negotiate less-restrictive licensing policies, and to maintain the anonymity of individual users within electronic transactions.  相似文献

What organizational, technological and training developments will become crucial in the coming years, and what consequences will they have for human resource development? These questions have led to a study carried out by the faculty of Educational Science and Technology at the University of Twente, in the Netherlands. The ultimate aim of the study was to create an inventory of trends and developments which professionals deem to be influential with regard to the future HRD field. One direct catalyst for the study was the report of a similar study in the United States, involving HRD executives, carried out by the American Society for Training & Development. Following a brief explanation of the research plan and methods, this article describes the findings of the Dutch study an compares these with the results of the American research. It concludes with comments regarding the implications of the information obtained through this investigation.  相似文献

ABSTRACT In 1995 a research team interviewed a cross-section of academics and senior managers in an Australian public university about their perception of the attributes of success. A number of different views emerged. Respondents who felt the system was reasonable saw the successful academic as someone who was productive, hard-working, strategic and able to adopt a university-wide perspective. Those who saw the system as flawed, identified success in negative terms, speaking of 'careerism' and selfishness. This group also spoke of institutional discrimination. These responses were differently articulated by senior managers, and by male and female, and senior and junior, academics. The article discusses these responses. It concludes with an analysis of the way gender constructs patterns of academic and managerial success within universities, and argues that in a profoundly gendered fashion production is privileged over reproduction and output over process.  相似文献

The main aim of this study was to compare the decision-making performance of college soccer players on a soccer-specific, tachistoscopically presented test, at rest and while exercising at their adrenaline threshold and at their maximum power output. These were determined following an incremental test to exhaustion on a cycle ergometer. After the initial maximum power test, participants (n= 9) were allowed 10 habituation trials on the soccer decision-making test. Participants' decision-making performance was tested at rest, while cycling at a power output that had previously been determined to elicit their adrenaline threshold and while cycling at maximum power output. Accuracy and speed of decision were the dependent variables. A one-way repeated measures analysis of variance showed no significant effect of exercise on accuracy, and showed speed of decision to be significantly affected by exercise. Tukey post-hoc tests showed that speed of decision at rest was significantly slower than in the other two conditions, which did not differ significantly from one another. Based on allocatable resources theories of arousal and performance, we conclude that the adrenaline threshold may be indicative of increases in the resources available to the individual. Furthermore, we considered that exercise at maximum power output may only induce a moderate rather than a high level of arousal.  相似文献

The information superhighway is depicted as important to maintaining national competitiveness in a global economy. The concept is particularly evident in the state of New Jersey and its legislatively supported plan, Opportunity New Jersey, to deploy advanced telecommunications technologies to all homes and businesses in just 20 yr. This case study of the decision-making process behind the passage of the New Jersey legislation illustrates how telecommunications companies have worked to couple their desire for less regulation with the desire of state officials for economic development, by promising to upgrade the infrastructure of the public network. With the upgrade promise comes a hoped-for economic development payoff in education, through distance learning, in health care, through telemedicine, and especially in new jobs, by attracting information-intensive businesses, like finance and insurance, to relocate in their service areas. The lack of clear connection between infrastructure investments and economic development means that the twenty-first century will come before strategies such as this are proven.  相似文献

This article examines the early experience of the school governing bodies established in South Africa following the 1996 South African Schools Act. It relates the emergence of school governance to wider issues of democracy and participation and assesses the composition of governing bodies, notably the inclusion of learners. Governing bodies' powers include provision to set fees, subject to parental approval, and the paper examines how this requirement impacts on the resources available to different types of school, and the implications for equity and equality. Governing bodies also determine their own admissions policies, and the paper explores how this provision has led to school populations differentiated by class and race. The relationships between lay governors and school principals are examined to see if the Act's plan to separate governance and professional management has been achieved in practice. The paper concludes that, despite the significant difficulties facing the educational system in South Africa, governing bodies provide a good prospect of enhancing local democracy and improving the quality of education for all learners.  相似文献

This paper discusses the ways in which feminine and masculine subjectivities are constructed as complementary-that is, defined in opposition to one another. This concept will be explored in the context of secondary physical education through an analysis of open-ended interviews with students and teachers as they talk about themselves and each other in relation to physical activity and their expectations of masculine and feminine bodies. It will be argued that physical education is an important location in and through which bodies are inscribed with gender differences which contribute to the marginalisation of girls in relation to physical activity and help to inscribe the female body as lacking those qualities associated with the active male body.  相似文献
