Conventionally, e-Participation initiatives are considered to be successful only if users use these services. While the growing body of e-Participation literature has listed and studied challenges and barriers to achieving this end, conceptual clarity on why such projects are considered as failures is yet to be achieved. We argue that this is due to the inadequate understanding of the complex stakeholder dynamics of an e-Participation project. In this paper, we seek to address this knowledge gap by proposing that using stakeholder theory complemented by genre theory provides an interpretive lens to understand the complexities in the development and use of such projects. To illustrate our proposed lens, we apply it to analyze an e-Participation project in Norway at its development and use phases. Our findings indicate that a key factor that influences the success of e-Participation initiatives is high saliency of at least one stakeholder group at various phases of the initiatives. The saliency of stakeholders changes over the life of a project and hence the salient stakeholder also varies. Consequently, it is not essential for the same stakeholder group to be salient throughout, only that some stakeholders remain salient. Our interpretive lens also extends the discourse on stakeholder theory. In traditional management literature stakeholder theory is meant as a tool to identify stakeholders' groups to which management or owner of an organization should pay attention. We show that it is also useful to identify which stakeholder groups will act to protect their interests. Based on our findings, we propose insights into studying and developing e-Participation projects.  相似文献

介绍在实时图像处理中的单摄像机监控系统运动目标检测与跟踪方法.针对运动目标的检测,首先进行帧间图像的匹配,接着计算图像间的误差,检测出运动区域,得到运动物体的大致轮廓.通过利用动态规划法改进的主动轮廓模型方法,提取运动目标轮廓.算法有较好的鲁棒性和抗噪声能力,速度也比较快.这种方法可以在轮渡站实时监控系统中得到应用.  相似文献

In development literature, information and communications technology (ICT) has been characterized as having the potential to enable national development. However, ICT has been conceptualized mostly as a monolithic and homogeneous entity. To a great extent, the ambiguous findings and diverse opinions on the role of ICT in national development can be attributed to this limited focus. In order to better understand the role ICT can play in national development, we believe that the ICT artifact needs to be examined in finer detail. We propose that ICT needs to be conceptualized in its many facets, perceptions, and in its manifold impact in societies. We use recent concepts from the IT literature to propose an integrative framework to study the role of ICT in development. Policymakers and donor agencies may find this framework useful in evaluating the potential impact of development interventions using ICT.  相似文献

ABSTRACT

Excellence has become a ‘hoorah’ word which is widely used in higher education institutions to legitimate practices related to the recruitment/progression of staff. It can be seen as reflecting an institutionalised belief that such evaluative processes are unaffected by the social characteristics of those who work in them or their relationships with each other. Such views have been challenged by gender theorists and by those researching informal power in state structures. The purpose of this article is to raise the possibility that excellence is an ‘idealised cultural construct’ and a ‘rationalising myth’. Drawing on data from qualitative interviews with 67 men and women, who were candidates or evaluators in recruitment/progression processes in five higher educational institutions (in Ireland, Turkey, Bulgaria, Germany and Italy), it conceptualises and illustrates masculinist, relational and ‘local fit’ micro-political practices that are seen to affect such recruitment/progression. Variation exists by gender and by contextual positioning in the process (i.e. as evaluator/candidate). These practices illustrate the perceived importance of the enactment of informal power. The article suggests that the construct of excellence is used to obscure these practices and to maintain organisational legitimacy in the context of multiple stakeholders with conflicting expectations.  相似文献

以一条集装箱船舶螺旋桨为例,对其3个不同叶梢间隙比情况,即gt=0.25,gt=0.35和gt=0.45,在相同的工况条件下,进行空泡水筒模拟不均匀流场中螺旋桨模型的脉动压力测量.试验结果分析指出,在某一范围内,如gt=0.25~0.35时,增大叶梢间隙比不一定具有减小螺旋桨空泡在船体表面诱导脉动压力的作用,而在gt=0.35~0.45时,则具有较明显降压效果.  相似文献

ABSTRACT

The impact of traditional activities (e.g., playing board games) were compared with community-service activities (e.g., making first aid kits for a homeless shelter) during a monthly intergenerational visiting program. The participating seniors (n = 19) gave high ratings to both types of activities. However, they felt that they had helped others more during the community-service activities, and they expressed greater interest in community-service activities for future intergenerational visits. Intergenerational programs should be supported by the public as well as by funding agencies, as these have great potential for benefiting not only the participants but also others in the community.  相似文献

应用图像处理和神经网络技术,提出一种基于静态照片对船舶进行分类的方法.首先通过图像处理技术对照片提取特征,然后将这些特征作为多层前向神经网络的输入,该神经网络用BP算法(反向传播算法)来进行,由该神经网络将照片中的船只分为大型船、中型船、小型船等3类.用真实的船的尺寸作实验,实验结果证明了该方法的有效性.另外,提出一种识别船舶类型的方法,用户可以通过GUI进行模拟实验.最后,讨论海上值班系统的研究现状.研究的目的是将图像处理技术集成到传统的船舶导航设备中.  相似文献
