This article reflects on the development of the European approach towards quality and quality assurance in vocational education and training (VET) and its relevance for VET reforms in the European Training Foundation (ETF) partner countries. The analysis is based on an ETF project conducted in 2007-2008 in the Mediterranean partner countries to promote exchanges of information and experience between the decision makers and experts of the countries concerned and within the EU. More precisely, it aims to analyse how quality assurance (QA) initiatives could promote the quality of systems and support best practices already established in the EU and in the Mediterranean region in order to lay the foundations for specific actions at national and regional level. The authors of the article found out that: the tools developed by the EU to quality assure VET systems are relevant for the Mediterranean region. They can serve as a guideline for identifying strategic priorities. However, they do not provide a well-delimited concept to be implemented in the short term. Moreover, these EU tools reflect a new model of governance based on decentralization of responsibilities, autonomy of providers and accountability that may be difficult to implement in Mediterranean countries where VET systems remain very centralised and compartimentalised.  相似文献

School leaders are faced with the daunting task of anticipating the future and making conscious adaptations to their practices, in order to keep up and to be responsive to the environment. To succeed in a rapidly changing and increasingly complex world, it is vital that schools grow, develop, adapt and take charge of change so that they can control their own futures.This paper will examine the tension that exists for school leaders in relation to data about their schools and their students, arguing that the explicit connections between data and large-scale reforms make it impossible to avoid a critical approach to data, drawing on research in Ontario and Manitoba in Canada, and examining parallels with evidence from research in England, to highlight the challenges involved in using data effectively in different political contexts and mandated policies on the uses of data.  相似文献

The author assessed the moral sensitivity of 147 counselor supervisors (75 women, 71 men; mean age, 48 years). Findings show that 35% and 67% of supervisors received low moral sensitivity scores for the breach of confidentiality and the dual relationship case, respectively. Supervisors scored significantly higher in moral sensitivity for the less ambiguous case, breach of confidentiality, when compared with the more ambiguous dual relationship case.  相似文献

ABSTRACT Despite striking increases in female enrolments in many undergraduate science programmes, women continue to be dramatically underrepresented in graduate training and careers in science. Although there is substantial evidence of differences in male and female students' experiences in university science courses, we know little about how young women interpret and respond to these differences. This article explores the accounts that female science students construct of their aspirations, educational experiences, achievements, and opportunities as they move through their undergraduate education at a large, urban university in Canada. Based on in-depth, longitudinal interviews ( n = 91), the focus is on the processes through which they make sense of their educational and career options and choices. The findings point to the importance of understanding how meanings and subjectivities are produced, understood, and acted upon. What is evident from this study is that women in science confront a complex web of competing and contradictory realities and discourses as they negotiate their career identities. Thus, to stem the progressive and cumulative loss of female students as they move up through the levels of higher education, universities must address the problems they confront in their pursuit of science training before, during, and after their undergraduate education.  相似文献
