ABSTRACT:  This paper argues that the introduction of access agreements following the establishment of the Office for Fair Access (OFFA) has consolidated how English higher education institutions (HEIs) position themselves in the marketplace in relation to widening participation. However, the absence of a national bursary scheme has led to obfuscation rather than clarification from the perspective of the consumer. This paper analyses OFFA's 2008 monitoring report and a sample of twenty HEIs' original 2006 and revised or updated access agreements (2008) to draw conclusions about the impact of these agreements on notions of 'fair access' and widening participation. The authors conclude that, unsurprisingly in an increasingly market-driven system, institutions use access agreements primarily to promote enrolment to their own programmes rather than to promote system-wide objectives. As a consequence of this marketing focus, previous differences between pre-1992 and post-1992 institutions in relation to widening participation and fair access are perpetuated, leading to both confusion for consumers and an inequitable distribution of bursary and other support mechanisms for the poorest applicants to HE.  相似文献

This paper engages with the continuing emphasis given to evidence‐based policy and ‘what works’ approaches in educational research, highlighting some of the continuing epistemological challenges from a post‐positivist perspective. To illustrate these, it uses the case of bursaries awarded by universities to improve outcomes for students from disadvantaged backgrounds as an example of an education intervention designed to address structural inequality. The paper then discusses critical reflections arising from a project commissioned by the Office for Fair Access in England, which aimed to enable universities to evaluate the impact of the bursaries that they award. These reflections provide a lens to explore the limitations of experimental and quasi‐experimental designs in complex social fields. The paper concludes that we lack a strong understanding of the relationship between financial and educational disadvantage prior to and during higher education, and this undermines efforts to ‘prove’ that certain interventions will ‘level the playing field’.  相似文献

Management development is a relatively recent concern in Australian higher education. Historically, management of colleges was deemphasized; instead, a gentlemen's approach to academic governance has predominated. Recently, as a result of an emerging administrative crisis, colleges and universities have started experimenting with new approaches to management. This article explores the applicability of a general management development model to the Australian context. The model, which identifies a dynamic relationship between the structural characteristics of an institution and its management needs, was developed from research on American colleges and universities. Based on the analysis of three case studies the model appears applicable to the Australian setting, especially for large and complex institutions which confront simultaneous pressures to develop the planning and management capability in basic units, and to increase coordination and planning at the institutional level.  相似文献

In 2004 the Schwartz Review advised English higher education institutions that their admissions systems should: be transparent; select students who are able to complete their courses based upon achievements and potential; use assessment methods that are reliable and valid; minimise barriers to applicants; be professional; and be underpinned by appropriate institutional structures and processes. These five principles were only expressed as recommendations, reflecting the reluctance of policy makers to interfere with individual higher education institutions' admissions policies. This article analyses the results of research that reviewed the progress that English higher education institutions had made in implementing the Schwartz recommendations and assess whether a more interventionist stance is required to achieve ‘fair admissions’.  相似文献

Reinventing the Past: the Case of the English Tradition of Education   总被引:1,自引:0,他引:1  
This paper explores the linkages between national identity and educational traditions, and the range and flexibility of the incarnations of tradition. It investigates in detail three versions of a specifically English tradition in education that have been generated at different times in England over the past century. These are Cyril Norwood's account of the English tradition in the 1920s, Fred Clarke's portrayal of education and social change in the 1940s, and the ideals of teachers' professional autonomy as they were articulated in the post-war period. In each instance the 'tradition' developed as responses to contemporary challenges and threats, and asserted particular images of the past to justify a given approach to present and future changes. These representations of the national tradition have thereby established sets of values and principles drawn from idealised versions of the educational past that provided guidelines for reform, and the direction and guide-lines of change.  相似文献
