The logs of four universities using the OhioLINK journal system were evaluated for a period of fifteen months using deep log analysis methods in order to compare and contrast the information seeking behaviour of their users. Large differences were found, especially between the research and teaching universities. Methodological problems associated with making the comparisons are discussed in some detail especially in terms of defining online sessions.  相似文献

This study examines the perceived impacts of electronic government or e-government adoption on U.S. cities. This research conducted a survey of Texas and Florida city managers in the fall of 2005 to find out their opinions on the impact of e-government on their city government. The results indicated that e-government is having a positive impact on management, stakeholder involvement, needs and collaboration, and procurement in American cities. There are, however, concerns over spam or unsolicited e-mail and the ability of e-government to reduce the level of staffing. The results of this study imply that, according to city managers' perceptions, e-government adoption in American city governments is positively viewed as having an impact on their organizations and communities.  相似文献

This paper examines business perceptions and satisfaction with e-government. Survey data is analyzed from businesses across Canada to determine their use of e-government and their perceived satisfaction with this technology for public service delivery. There are three research questions of this paper: 1) Are there significant differences for businesses that use the internet to contact government compared to those that do not? 2) Is there is a relationship between having a more positive perception overall by business of government and e-government satisfaction? and 3) Is there a relationship between businesses having input into regulatory changes, essentially being inclusive of business in the regulatory process, and e-government satisfaction? The results from the statistical models indicated that all three questions were confirmed. The findings of this study imply that governments should try to understand the business environment. A more positive attitude by business towards government, and being more inclusive of business in regulatory changes, leads to greater e-government satisfaction.  相似文献

This study examines the adoption of centralized customer service systems in local governments in the United States. Survey data is used to show the relationship between different factors of E-Government adoption and the implementation of this information technology (IT). The results of this study show that the adoption of a centralized customer service system was related to the form of government that the local government had and being located in a central city. The results also indicated that the sophistication of the local government's website was related to the adoption of a centralized customer service system. The results of this study did not support the claim that larger cities are more likely to be adopters of this type of IT. Other results indicate that only 15% of local governments have adopted this IT. These information systems are well-integrated with existing online communication methods such as email and the internet. The information from this IT is commonly used by local governments for performance management and budget development.  相似文献

In this paper, we examine data from a 2011 survey of grassroots (or local) governments in the United States with respect to their adoption of social media (e.g., Facebook, Twitter, YouTube, blogs, and Flickr) especially to ascertain the drivers of local government social media adoption and whether the drivers are similar to or different from the drivers of e-government adoption. This paper examines the extent to which state governments in the United States have adopted open e-government initiatives. The adoption is examined in terms of the three pillars of open government identified by President Obama's administration: transparency, participation, and collaboration. Chief Information Officers (CIOs) of state governments were surveyed to identify the extent of the adoption. The paper highlights that open e-government initiatives are unevenly developed. Nearly two-thirds of the CIOs surveyed felt that they have achieved high levels of open e-government, but fewer CIOs felt similarly with respect to each of the pillars of open government. Whereas a majority of the CIOs deemed good strides in the achievement of transparency, they were less sanguine about achieving advanced methods in citizen participation or collaboration among agencies.  相似文献

This paper examines the impact of Customer Relationship Management (CRM) technology on organizational change in local governments in the United States. The bureaucratic and e-Government paradigms are examined with regards to this technology impacting organizational change. Survey evidence on the adoption of CRM is examined from the perceptions of Chief Administrative Officers (CAOs) in cities and counties that have adopted this technology. Survey results indicate that both the e-Government and bureaucratic paradigms impacted organizational change from CRM adoption. Factor analysis shows that management change, efficiency change, and leadership and organizational change are the three most common factors in the models. Regression results indicate that local governments that score high on these factors are more likely to take an enterprise approach in the adoption of CRM for their local government. The results of this study imply that organizational change is not just influenced by the more recent e-Government paradigm, but traditional attributes of the bureaucratic model are present as well.  相似文献
