Precise documentation of cultural heritage status is essential for its protection and scientific studies carried out during the restoration and renovation process. The close range photogrammetry has been used successfully for documentation of cultural heritage. With recent developments in computer and information technologies, this well-known traditional method has been replaced with digital close-range photogrammetry. This new method offers us new opportunities such as automatic orientation and measurement procedures, generation of 3D vector data, digital ortho-image and digital surface model. Terrestrial laser scanning is another technology that in recent years has become increasingly popular for documentation which provides very dense 3D points on an object surface with high accuracy. Government website evaluations do not always reflect the websites’ aims. Often, only aspects such as content and quality are considered, whereas the primary goal of these websites is to deliver public value. In this paper we introduce the public value perspective for website evaluation. A meta-analysis of website evaluation literature is presented, the findings being that there is no uniform or comprehensive set of website evaluation metrics and that the public value perspective is largely neglected in the website evaluation literature. Next, we describe how we integrated web evaluation and public value literature in order to develop a set of criteria used for evaluating the websites of sixteen Turkish local governments. The websites performed relatively well on traditional indicators, but less well on public values measures. In particular, we found that the websites are good at supporting requests, categorization and usability, but not satisfactory at providing platforms for citizen engagement, responsiveness and dialog. Finally, we argue that the public value perspective should be incorporated in the evaluations of websites and other public efforts. 相似文献

Action research is characterized by a new paradigm of empowering teachers to monitor their own practices in a more autonomous manner with a vision of challenging and improving their own techniques of teaching through their own participatory research. Yet in spite of this apparently radical shift in the function of the teacher from the constant consumer of scientific theories to a researcher, as envisioned, the concept of action research as an in-service teacher education strategy has not received due attention in practice. For this reason, the presented case study was undertaken to examine whether the notion of action research by teachers was a viable option for in-service teacher development in a highly centralized education system. More specifically, this paper sought to answer whether teachers have any vision of what they can achieve with action research, whether there is scepticism on the part of teachers about the effectiveness and feasibility of action research as practice-based undertaking, and whether there are inherent structural problems that preclude teachers from undertaking such a role. Three English Language Teaching teachers were involved in this action research. The findings indicate that teachers, being capable of carrying out action research, were quite positive about action research and hopeful for overcoming some inadequacies in their educational environment, making it an asset for personal-professional development despite a highly centralized education system. 相似文献

This article aims to provide an overall picture of the use of Twitter as a significant social media tool by mayors in Turkey and to investigate, using content analysis and tweet categorization, whether Twitter is used by mayors in Turkey to offer better public services. Thus, this study focuses on the impact of Twitter in Turkey on transparent, participatory and citizen-oriented local public services. Our analysis has revealed that mayors in Turkey use Twitter especially to share information, send personal messages and share their location and activities. The use of Twitter for transparent, participatory and citizen-oriented public service delivery is not common among mayors. Twitter is adopted and used by mayors mostly for the purposes of self-promotion and political marketing in Turkey. 相似文献

Plagiarism continues to dominate the academic world as one of its greatest challenges, and the existing literature suggests cross-cultural investigation of this critical issue may help all shareholders who detect, are confronted by and struggle with this issue to address it. Therefore, the present study, drawing upon a cross-cultural investigation using a questionnaire, aimed to investigate the differences between three groups of students, namely, Turkish (n = 106), Georgian (n = 83) and German (n = 72) regarding their tendency to conduct academic theft. It also investigated ways in which to plagiarise and reasons for and awareness of this issue. The results show that lack of time, busy schedules and weak academic writing skills are the most frequent reasons for plagiarism. However, in contrast to previous studies, the role of the Internet was found to be minimal in relation to increasing plagiarism. It is also worth noting that the German participants were found to have a higher level of sensitivity to this academic malpractice and were seen to be much more successful at identifying it. The article concludes with workable suggestions on how to discourage academic theft at universities. 相似文献
