In Korean information retrieval, compound nouns play an important role in improving precision in search experiments. There are two major approaches to compound noun indexing in Korean: statistical and linguistic. Each method, however, has its own shortcomings, such as limitations when indexing diverse types of compound nouns, over-generation of compound nouns, and data sparseness in training. In this paper, we propose a corpus-based learning method, which can index diverse types of compound nouns using rules automatically extracted from a large corpus. The automatic learning method is more portable and requires less human effort, although it exhibits a performance level similar to the manual-linguistic approach. We also present a new filtering method to solve the problems of compound noun over-generation and data sparseness.  相似文献

This paper deals with an application of PERT to R & D scheduling for the National Center for Drug Analysis, U. S. Food and Drug Administration. The Center is a pharmaceutical-chemistry laboratory having specialized functional responsibilities for research and development of analytical chemical procedures. The model was constructed based on the empirical data obtained at the Center for a five-year period. The model has been statistically tested and interpreted. It assists the management of the Center in developing a complete work-planning process and in controlling the project tasks, thus achieving the effective utilization of human and physical resources.  相似文献

In this essay Duck‐Joo Kwak explores a moral perfectionist approach to citizenship education, which is distinct from liberal and communitarian models. One of educational challenges to this approach is how to cultivate our students' sense of membership, which is shaped by a thick sense of the good life, while being not merely compatible with but open to the pluralist perspective. Kwak maintains that what is required for this form of membership to society or community is our future citizens' ability to engage in highly self‐reflexive philosophical reflection on the human condition; such reflection gives them the skills necessary to live up to the tension between different selves of diverse origins or within a divided self. Examining Stanley Cavell's view of political education as an exemplar of the moral perfectionist approach to citizenship education, Kwak shows how the practice of his ordinary language philosophy can be a good way to cultivate this ability by teaching us how to “speak for others” by way of “speaking for oneself.”  相似文献

The pursuit of media diversity as a policy goal finds its foundation in First Amendment values which assume that the public welfare requires broad dissemination of information from diverse and antagonistic sources. Using 5 waves of panel data collected during the 2008 presidential campaign in the U.S., this article empirically examines the assumption that seeking diverse and antagonistic viewpoints reflects good citizenship. The results suggest that heavy consumption of liberal and conservative viewpoints together leads to higher levels of political knowledge, but suppresses political participation. The role of news media use in democratic citizenship might depend on quantity as well as on diversity.  相似文献

Social media has opened up unprecedented new possibilities of engaging the public in government work. In response to the Open Government Directive, U.S. federal agencies developed their open government plan and launched numerous social media-based public engagement initiatives. However, we find that many of these initiatives do not deliver the intended outcomes due to various organizational, technological, and financial challenges. We propose an Open Government Maturity Model based on our field studies with U.S. federal healthcare administration agencies. This model is specifically developed to assess and guide open government initiatives which focus on transparent, interactive, participatory, collaborative public engagement that are largely enabled by emerging technologies such as social media. The model consists of five maturity levels: initial conditions (Level 1), data transparency (Level 2), open participation (Level 3), open collaboration (Level 4), and ubiquitous engagement (Level 5). We argue that there is a logical sequence for increasing social media-based public engagement and agencies should focus on achieving one maturity level at a time. The Open Government Maturity Model helps government agencies implement their open government initiatives effectively by building organizational and technological capabilities in an orderly manner. We discuss challenges and best practices for each maturity level and conclude by presenting recommendations.  相似文献

London 2012 was a contradiction of Kipling's meretricious couplet about East and West. What was the response of the East, specifically the South Korean media, to London's selection as the host city of the 2012 Olympics? Furthermore, what were the various viewpoints of the South Korean media regarding the significance of London hosting the Olympic Games hard on the heels of the Beijing Olympics? Answers to these questions can provide insights into the geopolitics and politics of modern South Korea, which has very different relationships with China and Britain. An analysis, macroscopic and microscopic, in terms of politics, economics and culture, of media reactions in South Korea to the Olympics of the two nations can provide illuminating insights into a sports mega-event as an instrument of soft power.  相似文献
