Scientific breakthroughs coming from universities can contribute to the emergence of new industries, such as in the case of biotechnology. Obviously, not all research conducted in universities leads to a radical change from existing technological trajectories. Patents and patent dynamics have long been recognized as critical in understanding the emergence of new technologies and industries. Specifically, patent citations provide insight into the originality of a discovery that has received patent protection. Yet while a large body of literature addresses the impact of patent originality on various firm performance measures, we address the question of what conditions drive patent originality in the process of knowledge creation within the university. Using data on patented cancer research, we examine how research context – as reflected by the funding source for each scientist – is associated with patent originality. We find that when university scientists are partly funded by their own university, they have a higher propensity to generate more original patents. By contrast, university scientists funded either by industry or other non-university organizations have a lower propensity to generate more original patents. The significance of our findings in the cancer research setting call for further research on this question in other research fields.  相似文献

This paper contributes to the ongoing debate on the impact of academic patenting on publishing and knowledge transfer. Drawing upon two separate surveys of academics, and their CV information, we provide empirical evidence for UK academics in engineering and physical sciences. The contribution of this paper is two-fold. First, our findings show that (the intensity of) academic patenting complements publishing up to a certain level of patenting output, after which we find evidence of a substitution effect. We also find weak evidence of important differences across scientific fields with the more basic-oriented fields showing indications of a crowding-out effect. Second, our analysis of the potential impact of patenting on knowledge transfer shows a positive correlation between the stock of patents and engagement in knowledge transfer channels. However, we find that a substitution effect sets in, indicating an inverted U-shaped relationship between patenting and several knowledge transfer channels.  相似文献

Concerns have been raised that the growing emphasis on the commercial value of academic research may have negative, unintended consequences, notably that it may have a deleterious effect on the production and dissemination of scientific knowledge or on the open-ended nature of public science. These concerns have catalyzed an expanding set of empirical studies, the evidence from which is vast and mixed. We review this body of investigative work, teasing out some preliminary conclusions regarding the broader implications of academic enterprise and promising avenues for further research.  相似文献

We extend debates about the sources of university capabilities at research commercialization. Drawing upon quantitative data for a panel of 89 research-intensive US universities and interview data from two academic licensing offices, we model the relationship between technology transfer experience, embeddedness in biotechnology industry networks, basic science quality and capacity, and citation impact measures of university life science patents. Technology licensing officers draw upon the expertise of corporate partners to evaluate the potential impact of invention disclosures. The information gleaned through network ties to industry enables well-connected institutions to develop higher impact patent portfolios. Reaping the benefits of such connections, however, requires experience in balancing academic and corporate priorities to avoid the danger of ‘capture’ by industrial interests as overly tight connections limit patent impact. This pattern of diminishing returns to connectivity is robust across multiple citation measures of patent quality.  相似文献

The paper applies a novel methodology to US and EPO patent data to assess how often the “general grace period” exception is used in the USA and the likely impact of international patent regulations that almost invariably deny such use on the pace of new disclosures in academia. Comparisons of average publication delays of European academic inventors show that the grace period accelerates knowledge communication and that variations are likely to depend on a lack of harmonisation of international legal systems, transaction costs and the presence of a firm among patent assignees.  相似文献

This article challenges the desirability of implementing more than the minimum patent standards required by Australia’s commitment to the World Trade Organisation’s Agreement on Trade Related Aspects of Intellectual Property Rights (so‐called ‘TRIPs‐plus’ measures). We argue that there has not been an adequate analysis of what the various TRIPs‐plus measures actually are under the Patents Act 1990 (Cth), and that these measures have not been subjected to a competition analysis as required by the Competition Principles Agreement. This is, we contend, reminiscent of ‘cargo cult’ as Australian policy makers appear to reason that the most developed nations have benefited from innovation with TRIPs‐plus measures, and so with similar measures, those same benefits will accrue to Australia.  相似文献

 文章通过构建一个两厂商累积创新竞赛模型,分析专利制度对厂商创新信息披露和社会研发投入的影响,并基于社会福利最大化原则对最优专利长度、宽度、高度进行了设置。结果显示,专利长度有利于信息披露,专利宽度对信息披露的影响呈现倒U型关系;社会研发投入与专利长度成反比,与专利宽度呈现正U型关系,与专利高度呈现倒U型关系;适当的专利宽度,长期限,高新奇或短期限,低新奇的组合是最优专利保护模式。  相似文献

In this paper we will examine some ethical aspects of the role that computers and computing increasingly play in new genetics. Our claim is that there is no new genetics without computer science. Computer science is important for the new genetics on two levels: (1) from a theoretical perspective, and (2) from the point of view of geneticists practice. With respect to (1), the new genetics is fully impregnate with concepts that are basic for computer science. Regarding (2), recent developments in the Human Genome Project (HGP) have shown that computers shape the practices of molecular genetics; an important example is the Shotgun Method's contribution to accelerating the mapping of the human genome. A new challenge to the HGP is provided by the Open Source Philosophy (I computer science), which is another way computer technologies now influence the shaping of public policy debates involving genomics.  相似文献

We analyze the acquaintances of a sample of academic inventors and their paired controls to investigate the contribution of social networks to the generation of inventive ideas in academe. Prior to patenting, inventors work in networks of similar dimension and structure as those of their colleagues who do not invent. The ego-networks of the inventors are however more cohesive (denser), a circumstance that is often seen as associated to the exchange of more fine-grained information and to a greater climate of trust which facilitates long-term relationships and learning. Over time, both inventors and non-inventors extend their networks and become more central. In general, we found no evidence that after patenting inventors isolate or close their networks.  相似文献
