The standard empirical framework for analysing the R&D-patents relationship is widened both by examining the different role of in-house and contracted R&D in the innovative performance of firms, and by considering patents and utility models counts as measures of innovation output. Patents and utility models are considered to approximate for significant and incremental innovations, respectively. Applying count data econometrics to a panel data set of Spanish manufacturing firms surveyed in the period 1990-1996, a transcendental production function is estimated, which allows for non-constant elasticities of the R&D inputs. The results indicate that significant innovations are mainly gestated in-house, whereas contracted R&D seems more orientated towards innovations of incremental nature. 相似文献

The dramatic growth of patenting and licensing of publicly funded research by American research universities in the closing quarter of the 20th century has stimulated some of the highest-profile debates in science and technology policy today. The issue of what aspects of academic research should be public - and what private - lies at the heart of each of these debates. The movement of academic scientists into commercialisation of discoveries and inventions has been extolled by some as a new model of academic research, one which facilitates economic and social returns from universities. At the same time, this trend has been criticised by others as representing a socially inefficient ‘privatisation’ of academic research and as a threat to the ethos of science itself. This paper places these debates in historical context, with a review of changes in American universities’ patenting policies, procedures and practices throughout the 20th century, an assessment of the logic underlying the passage of the Bayh-Dole Act of 1980, and an overview of its effects on economic returns from university research. 相似文献

This paper analyses market valuations of UK companies using a new data set of their R&D and IP activities (1989-2002). In contrast to previous studies, the analysis is conducted at the sectoral-level, where the sectors are based on the technological classification originating from Pavitt [Pavitt, K., 1984. Sectoral patterns of technical change. Research Policy 13, 343-373]. The first main result is that the valuation of R&D varies substantially across these sectors. Another important result is that, on average, firms that receive only UK patents tend to have no significant market premium. In direct contrast, patenting through the European Patent Office does raise market value, as does the registration of trade marks in the UK for most sectors. To explore these variations the paper links competitive conditions with the market valuation of innovation. Using profit persistence as a measure of competitive pressure, we find that the sectors that are the most competitive have the lowest market valuation of R&D. Furthermore, within the most competitive sector (‘science based’ manufacturing), firms with larger market shares (an inverse indicator of competitive pressure) also have higher R&D valuations, as well as some positive return to UK patents. We conclude that this evidence supports Schumpeter by finding higher returns to innovation in less than fully competitive markets and contradicts Arrow [Arrow, K., 1962. This article develops a general framework to describe the changes in university IPR regulations in Europe and their effects on the patenting activities of universities and on knowledge transfer processes. Understanding the effects of changes in IPR regulations on academic patenting is a complex issue, and parallels with the US case can be misleading. First, despite the general trend towards institutional ownership, university IPR regulations in Europe remain extremely differentiated and there is no one-to-one mapping to the US system. Second, it is difficult to disentangle the quantitative and qualitative effects of changes in IPR ownership regulations on academic patenting activities from the effects of concurrent transformations in the institutional, cultural and organizational landscape surrounding academic knowledge transfer. The article proposes a review and typological classification of national university IPR ownership systems on the basis of their development since 2000, and uses it to analyze the aggregate dynamics of academic patent ownership in several European countries. The analysis of patterns of ownership of academic patents shows that there has been a general increase in university patenting since 1990, with a significant slowdown (and even reduction in some countries) after early 2000s accompanied by a switch in academic patents ownership in favor of university ownership though preserving the European specificity of high company ownership of academic invented patents. 相似文献

Research and development (R&D) is often essential for firms’ profitability and growth. At the same time, R&D is long-term and risky. We show that innovation activities lead to information ambiguity about the future value of firms’ assets. This effect appears to be more pronounced for small and less reputed firms. Information ambiguity further lowers firms’ market value and, in particular, the market value of innovative assets. We further show that high quality patents mitigate the negative effect of information ambiguity to some extent. 相似文献

Networks of inventors and the role of academia: an exploration of Italian patent data 总被引:3,自引:0,他引:3
This paper proposes a quantitative analysis of social distance between Open Science and Proprietary Technology. A few general properties of social networks within both realms are discussed, as they emerge from the new economics of science and recent applied work on “small worlds”. A new data-set on patent inventors is explored, in order to show that social networks within Proprietary Technology are much more fragmented than Open Science ones, except for science-based technologies. Two propositions are then put forward on the “open” behaviour expected from academic inventors, namely university scientists getting involved in Proprietary Technology networks by signing patents. Both propositions are confirmed by data, which show academic inventors to be more central and better connected than non-academic ones. The database and methodology produced for this paper are suggested to be relevant for the more general debate on the role of geographical and cognitive distance in university-industry technology transfer. 相似文献
