传统的实证主义科学观将科学独立于政治之外,并预设了科学知识全人类共享的科学普遍主义,这为科学的国际合作提供了理论基础。但这种科学观在当今国际科研合作中却受到了挑战。分析NASA科研"排华"事件可发现,美国政府采取了立法、财务等多种模式对科研合作进行管控与干预,以"国家安全"为名对以中国为代表的崛起国进行遏制与封锁,为科技合作设置重重障碍。面对挑战,我们应增强对全球化时代科学政治化的自觉性,在参与科研合作时既合作又竞争,更要切实维护国家安全,通过自主创新增强国际合作中的科学话语权,真正打破西方国家在科技上对中国的限制和封锁。 相似文献

In 1982, the Small Business Innovation Development Act established the small business innovation research (SBIR) program. This program reserves a percentage of federal agencies’ extramural R&D budgets for research projects conducted by small businesses. When this Act was reauthorized in 1992, the selection criteria for funding dramatically increased the likelihood of funding for projects that promised to lead to commercial success. Using data from a survey of the SBIR program award recipients at NASA Langley Research Center, we address three questions about this change: (i) was there a shift to projects with more commercial potential? (ii) did these projects experience higher rates of commercial success? and (iii) was there a reduction in basic research accompanying the increased commercial success? Our analysis suggests, the answer to all three of these questions is ‘yes’. 相似文献

On February 1, 2003, the space shuttle Columbia broke apart as it re-entered the atmosphere. Months later, the Columbia Accident Investigation Board determined the immediate cause of the crash, but it also alluded to relationships NASA has with other organizations as being problematic, suggesting that Columbia was a painful symptom of a deeper disease. This paper uses resource dependency theory and structuration theory together to examine NASA's interorganizational network, illustrating that NASA is involved in multiple toxic relationships and that a pattern has developed through NASA miscues in the last 20 years. This case study demonstrates the advantages of using these two theories together, how such integration provides a useful perspective for understanding power and change in interorganizational relationships. The paper also discusses practical suggestions for NASA specifically, but also for others as organizations become more dependent on external stakeholders and interorganizational relationships. 相似文献

Abstract Since the late 1960s, the United States government has invested more than $1 billion in designing, launching, and operating the Landsat (land satellite) series of Earth-observing satellites. Global change researchers, geologists, and environmental scientists have used images gathered by the satellites for purposes ranging from human health research, energy exploration, and pollution detection to agricultural assessments, urban growth monitoring, and earthquake lineament studies. The earliest data were captured on a digital medium called wide-band video tape (WBVT). However, two decades of unsound media storage conditions and a poorly maintained processing system have left the physically deteriorating WBVTs with no mechanism for interpretation. A national treasure was in jeopardy. With seed money from the National Aeronautics and Space Administration (NASA), the U.S. Geological Survey (USGS) began a project to rescue the data. More than 21,000 tapes from the 1970s have been transcribed to stable, archival media, preserving the data for future studies in Earth System Science. 相似文献

This article addresses how NASA uses inquiry in the classroom so that students can see learning in a whole new light. The goal is to increase scientific literacy among Americans and to entice a greater number of students to pursue careers in science, technology, engineering and mathematics. Although NASA offers a diverse array of programs that incorporate inquiry learning through a well-established distribution network, this article examines two programs: the Virtual Design Center (VDC), created by the Classroom of the FutureTM, and the NASA Explorer Schools program, one of four pathfinder initiatives that the Agency launched to inspire the next generation of space explorers. 相似文献

During 2010 and 2011, debate ensued over funding for National Aeronautics and Space Administration’s (NASA) James Webb Space Telescope (JWST). This article uses stasis theory to analyze reports and statements produced by NASA, politicians, and scientists. The analysis reveals that an official report addresses stasis questions and guides further action. Additionally, varying perspectives on the telescope suggest that definitions play a crucial role in technology funding debates. This analysis demonstrates that stasis theory provides a productive tool for analyzing technology policy debates. 相似文献
