The article summarises the socio-political, cultural, economic and educational background to the Western Balkans region and outlines the wider qualitative research study that provided the data on early and pre-school educational opportunities in the seven countries involved; Albania, Bosnia and Herzegovina, Croatia, Kosovo (under United Nations Security Council Resolution 1244), the Former Yugoslav Republic of Macedonia, Montenegro and Serbia. The authors examine international research and literature on early education that identifies it as an important means of enabling subsequent educational and social inclusion and attainment. They proceed to discuss and illustrate from the research data five inter-linked factors showing that provision of early education in the Western Balkans is inadequate and exclusive and that children who are already at greatest socio-economic and cultural disadvantage and at potential risk in elementary and secondary education are least likely to participate in, or benefit from, it. Some recent more encouraging developments are noted but the article concludes that substantially more investment and positive actions are needed in raising awareness of the importance of early education and in developing policies and provision for it that will benefit children currently at greatest disadvantage. 相似文献

This article looks at the emergence and potentials of a Balkan cultural studies. I argue that the productivity of a Balkan cultural studies lies in its willingness to engage with popular culture as a very real political force in the revolutionary transformations from the 1980s on. Some recent cultural developments are presented here to show how the mix of culture and cultural studies contributes to the political relevance and academic vibrancy of Balkan cultural studies, which captures the imagination of students in the region precisely because of its engaged character and its contemporary relevance. 相似文献

This article surveys a sample of sources of the information about Romania available to British readers in nineteenth century British newspapers and periodicals. It traces first contacts between the Romanian lands and Britain after the union of the principalities of Wallachia and Moldavia in 1859, then after their independence from the Ottoman Empire. The article highlights an increased Romanian interest in British periodicals, which reported and reviewed Romanian literature and scholarship. The article concludes that nineteenth century British newspapers and periodicals offer a great variety and wealth of new material previously unavailable or unknown to researchers. It also states that only a portion of a large quantity of this material has been indexed and is therefore available via the bibliographic sources mentioned in the article. The author argues for the need of a new and updated British-Romanian bibliography, which can draw on new online resources offering access to thousands of new newspapers and periodical records. 相似文献

This paper examines recent historical, social and economic factors in Albania and Serbia, identifying similarities and differences that have a bearing on the provision of education. The focus is on the education of children with difficulties in learning and/or disabilities (the term ‘special needs’ is used for brevity). The paper provides a summary of the past and present situation of children with special needs in both countries. The role and motivation of international non‐governmental organizations (NGOs) involved in funding and developing inclusive educational policies and practices in both countries are examined. There are substantial barriers to inclusive education in Albania and Serbia. These are identified and discussed before examining more recent positive developments in both countries. Two individual examples of schools that are making progress are profiled, one from each country. Finally, the prospects for the future in both countries are examined, and the prediction made that in‐country efforts and developments will result in further slow and uneven progress towards inclusive education in Albania and Serbia. For any of this to happen, however, it will be important that conditions of economic recovery, social stability, the political drive towards Europe and its inclusive standards, and further help from international NGOs, prevail. 相似文献
