| 摘 要： | 政府在防范并化解危机方面处在关键地位,发挥主导作用,这是事关政府危机管理成败的一个重要因素。在风险社会里,政府在人们心中的形象很大程度上取决于其抵抗风险、化解危机的能力,因此,政府在处理危机时,必须做到化解、缓解和减少危机。

| Abstract: | Government is in the key position and plays a leading role in preventing and resolving crises,which has an important bearing on the success or failure of the governance of a government,in people's eyes,the status of a government mainly depends on its ability resistance against risks in risk society.Therefore,when crisis occurs a government must tries all efforts to solve,mitigate and reduce the crisis. |
