| 摘 要： | 构建公共服务型政府是我国经济社会协调发展的必然要求。为此,要通过逐步形成全面的公共服务模式、大力推行政府管理体制改革和"政府再造"工程等路径,实现政府转型,提高公共服务水平,增进社会福利。
