| Abstract: | After introducing and comparing the organizations which have the testing rights in college entrance examinations of America,England and Japan, this paper finds out their common features:the seperation of testing rights among organizations in college entrance examinations. Based on this finding this paper proposes several suggestions about how to reform some ralative higher education institutions and better serve the testing. |
