| 摘 要： | 学术权力与行政权力构成了高等教育体系中最基本的权力结构,随着时代的变化,这两种权力不断分化又不断融合。高等教育的国际竞争和内部竞争都要求两者互相协调,尤其是行政权力要主动为学术权力服务,为提高教学质量促进科学研究服务。
