| 摘 要： | 对义务教育乱收费的界定及其特征的分析有助于认识乱收费的成因，针对产生义务教育乱收费的直接原因，可以采取加大经费投入、变软的预算约束为刚性约束、均衡公共教育资源的配置、化解巨额债务、对权力运行进行有效的监管和制约等治标措施；而进行义务教育体制的改革，建立现代学校制度和创设公平的竞争环境才是治本之策。根治义务教育乱收费的思路是标本兼治。

| Abstract: | The analysis of the various improperly-charged educational fees will be helpful for understanding the origins of them.The temporary solutions include increasing the input of funds,changing the softened-budget to rigidity restraint,balancing the distribution of the public education resources,dissolving the huge debt and supervising the public power etc.However,only the reform of the compulsory education system,the set up of modern education system and the creation of a fairly competitive environment are the permanent solutions.The combination of the temporary and permanent solutions is the correct way to radically inhibit the improperly-charged compulsory educational fees. |
