| 摘 要： | 深圳市推出的行政三分制改革方案，实质上是政府职权的一次重新分配。三分制改革符合世界行政改革发展方向，是我国在吸收英国等过行政改革经验的基础上进行的，但是其引出的一系列法律问题应予以足够重视。
