| 摘 要： | 从文献出版的环境和图书馆文献采购的特点，论述了文献政府招标采购的利弊，指出招标式采购是发展方向，但图书馆要掌握文献采购的主动权，从而确保文献搜集的目的性、针对性、及时性等．并提出了保证这一原则的一些具体措施。

| Abstract: | According to the environment of document publish and the characteristic of document acquisition in libraries, this article discussed the advantage and disadvantage of bidding of document order, and put forward that bidding of document order is developing direction, but libraries should be fully prepared for it. At the same time, the author suggested some countermeasures to ensure it. |
