| 摘 要： | 农村综合改革不仅涉及经济领域的改革，而且涉及政治、社会、文化等领域的改革，是一场重大而深远的制度创新和社会变革。下一步，我国应按照“整体推进”和“重点突破”相结合的改革思路，全面深化农地产权制度、民间融资体制、乡镇政府体制、农民义务教育体制、县乡财政体制、农村公共产品供给体制、农业科技推广体制等方面的配套改革，同时推进国民收入分配制度、财政体制、户籍制度、就业制度、社会保障制度等宏观领域的深层改革，为社会主义新农村建设提供体制保障、财力支持和动力源泉，不断增强农村发展的内部活力，不断扩大基层社会的民主政治。

| Abstract: | Comprehensive rural reform is an important system of innovation and society transformation, which involves the filed of not only economy, but also politics, society and culture. Complying with the principle of neatly combining the whole and part, our country should stimulate series of reform, including farmland ownership system, domestic financing mechanism, villages and towns government system, rural compulsory education system, county and township finance system, countryside public product supply sys- tem, and agricultural science and technology promotion system. Also the government should deepen the reform in a macroscopic way, such as national income and distribution system, financial system, ID system, employment system, social security systems to provide safety, financial resource and impetus for new socialist rural construction, strengthen the development vigor of rural economy and expand the democracy at large unceasingly. |
