| 摘 要： | 水上竞技体育中的皮划艇、赛艇、帆船、帆板等奥运项目，是实施奥运战略的“重头戏”，也是我国竞技运动赶超世界先进水平的关键因素之一。中国水上竞技体育应选择在较短时间里赶上世界水上竞技发达国家、争夺领先地位的“赶超战略”，采取“两步走”的战略途径，力争实现战略设想。在战略对策上，首先应集中力量突出强项，形成“龙头”带动整体；加强主体子系统的建设，形成合理运动队伍结构；科学布局重点训练基地，形成以体育教育为依托、以水上科学研究为先导的高水平人才基地模式；以科技为先导，科学训练与科学研究密切结合；改革竞赛办法，建立并完善多强对抗机制。

| Abstract: | The events of rowing,canoeing,sailing and wind surfing play important parts in Chinese Olympic strategy, and are also key elements in thecampain of catching up sports powers in the world. China should choose andcarry out the 'catching up strategy",and adopt "two steps way" to realize thestrategy goal. The actual measures should include: emphasizing the leadingevents to form a locomotive to draw all the water sports events move forward;enforcing the construction of the main system and the subsystems to form a rational team structure; scientifically arranging the training bases to form thehigh level sports talent cultivation model,which take the physical education assupport and the scientific research of the water sports as pioneer flaking scienceand technology as pioneer and combining the training with scientific research;reforming the existing racing system to establish a multi --power competitionmechanism. |
