| 摘 要： | 通过对我国已有的基层图书馆进行分析，归纳总结出推进总分馆制、建立图书馆联盟、建设乡村图书馆和开展流动服务等发展模式；在此基础上，从完善法律法规、明确建设主体、建立经费保障机制和评估体系、加强培训和服务范围等方面，就我国基层图书馆可持续发展的策略进行初步探讨。

| Abstract: | On the basis of a thorough analysis to the already known elementary libraries in China, the possible patterns on the construction of elementary libraries, such as setting up the main-branch library, the library knowledge alliance, the rural library and moving library, etc. are summarized. Additionally, the strategy on the sustainable development of elementary library from the views of rules and regulations, main-body, outlay assurance and assessment as well as training and serving, are also discussed. |
