| 摘 要： | 新建地方性本科院校实施校、院二级管理体制下,必须进行预算管理改革,建立校、院二级管理体制下的预算管理体制和模式.文章认为,新建地方性本科院校实施校、院二级管理体制,预算管理必须树立三个正确的指导观念和坚持三个科学的有利原则,建立适应的预算管理体制、运行机制及其保障机制.同时,必须着重注意三个问题.

| Abstract: | Newly-established local undergraduate colleges bring about the managenent system by two-level of both college and school,it has to conduct the reform of budget management to establish the system and mode of budget management under the two-level management system.The article considers that it has to set three correct directive ideas and persist in three scientific favorable principles,establish suitable system of budget management,running system and guarantee system.Meanwhile,it has to pay attention to three problems. |
