| 摘 要： | 全面建设小康社会,构建完善的现代国民教育体系和终身教育体系的一个重要战略路径是大力发展民办教育。在国外,发展民办教育是发达国家、不发达国家的一个共同的战略举措,不仅分担了政府办教育的负担,而且促进了教育的竞争,增强了教育的活力和竞争力。我国民办教育占整个国民教育体系的比重相对较低,必须提高认识、摆正位置,综合规划,扩大民办学前教育,提高民办基础教育质量,大力发展民办高等教育。
