| 摘 要： | 天津服务业发展存在服务业总量规模小，而新兴与现代服务业发展慢；非公有经济不活跃：要素市场建设滞后；城市建设辐射不足，投入相对较低等问题。加快天津市服务业发展要抓住机遇乘势而上；进一步优化服务业资结构、提升现代服务业的服务能级；发挥滨海新区的龙头作用；深化企业制度改革，做大做强服务业企业等。
