| 摘 要： | 对社会公共事务的管理是各国政府的基本职能之一，是其政治统治是实现的基础。从20世纪70年代开始，西方各国政府的公共管理职能遇到了前所未有的挑战，它们相继进行了以采用商业管理的理论、方法和技术。引入市场机制，提高公共管理水平和服务质量为主要特征的公共管理职能的改革，这场改革既反映出西方发达资本主义国家有着非常丰富的统治经验，在履行政府公共管理职能方面显示出巨大的潜力，同时，对于我们在现阶段如何正确认识和发挥政府的公共管理职能，也具有一定的借鉴作用。

| Abstract: | The management of the social public offairs is one of the basic functions of governments and it is the base that enables them to realize their political ruling.Since 1970s,the functions of the public management of the governments in western countries has been encountering the challenges they never met before.They have reformed the public management functions with the features of adopting the theory,methods and technology of business management,introducing market system and improving the standard of public management and equality of service.This reformation shows that the western advanced capitalist countries have very rich ruling experience and very great potential in carrying out the public management functions of the government and it also benefit us concerning how we correctly recognize the functions of the public management and bring them into full play. |
