| 摘 要： | 邓小平在长期的革命和建设实践中,科学地分析了灾荒形成的社会和自然原因,不断总结历史经验,提出了厚财薄支的积极预防思想、政府救济与生产自救相结合的具体救灾方针及群防群治的救灾模式,大大丰富了中国的救灾思想,对中国今天的减灾事业具有重要的启示意义.

| Abstract: | In the course of Chinese revolution and construction, DENG Xiao-ping,on the basis of analyzing the social and natural reasons which lead to the famine and summing up the history experience, put forward ideas of accumulating financial capacity and practice thrift, relieving from government and victims helping themselves through produce, prevention and cure famine with the help of the whole people. All this enrich China's thoughts of providing disaster relief greatly, and enlighten China's cause of reducing disaster today. |
