| 摘 要： | 2009年，网络社会热点有越演越烈之势，使其逐渐形成一场新的公民运动——网络公民运动。由于网络公民运动的新兴性、复杂性，对它进行内涵、特征、影响分析以及提出有效地引导措施，有助于更好地发挥其“缓冲层”、“安全阀”的作用。

| Abstract: | The hot - spots of network society network have been discussed widely in 2009 and developed a new citizen movement ： the network citizen movement. Because of the new emerging and complexity of network citizen movement, this paper proposes effective measures of guidance by analyzing its contents, characteristics and influences, and these effective measures will take as a function of buffer layer and safety valve. |
