| 摘 要： | 科技政策的出台与科技立法的完善是我国科技创新发展的有力保障,法律对科技创新的影响首先表现在相关科技政策的制定,而科技政策又是科技立法的基础,并且在实施过程中受法制环境和经济发展水平的制约。分析了目前我国科技政策与科技立法的发展情况,针对如何规范科学技术研究、开发以及科技成果的转化利用与保护等科技创新活动,阐述了科技立法工作的重要地位和对科技创新的保障作用,提出了完善科技创新政策和法律环境的相应对策。
