| 摘 要： | 庚子之变尚未结束,以慈禧太后为首的清政府就开始推行"新政",希望借此挽救已经处于风雨飘摇中的清廷。这次"新政"包括对官制,兵制,工商业等方面的改革。新政困难重重,在资金,人才等方面都有严重困难,所以并没有取得显著的成果。而整个"新政"中成绩最好的无疑是袁世凯的"北洋新政"。从1901年11月袁世凯接任直隶总督到1907年升任外务部尚书兼北洋大臣,前后六年间,直隶发生了翻天覆地的变化。工业,农业,教育,金融,军事等都走在全国前列。这也是袁世凯日后权势日重,声望日隆的一个重要原因。这两次新政同时进行,所采取的政策,指导思想等也均相同或相似,但是结果却差距很大。因此希望通过对二者的比较,更清晰地了解当时的历史。

| Abstract: | When The Boxer Change is not yet over,The Qing Dynasty Government headed by Empress Dowager Cixi began to implementing the "new deal",hoping to save the Qing dynasty which is already in a precarious state.The "new deal" includes official,military system,trade and other aspects of reform.But there were many difficulties in the new deal,money,talent has serious difficulties,therefor there were no notable achievements.But the most best thing in the "new policy" is undoubtedly the Yuan Shi-kai’s "Northern new deal".From November 1901,Yuan Shikai took over as Governor in Zhili Province to 1907 he was promoted to the Ministry of Foreign Affairs Minister and Minister for the Northern,in the six years,earthshaking changes had taken place in Zhili Province.Industry,agriculture,education,finance,military,all occupy the domestic front row.This was one of the most import reasons that Yuan Shikai’s could got heavy power and reputation in the future.Both of the New deals executed at the same time,and both of the policy,guidelines,was same or similar,but the results vary.So hope that through the comparison of the two,can understand the history at that time clearly. |
