| 摘 要： | 从20世纪90年代中后期开始,英国、美国、澳大利亚、新西兰等国家先后启动了后新公共管理改革。这轮改革遵循着一个前提、一条途径和三重保障的行动逻辑。它在理性认同新公共管理效率价值观的同时,更加重视政府的公共责任和公共利益,力求民主与效率相互共融;主张通过强化跨部门组织之间的沟通与合作来提高政府公共服务的效率与品质;并通过适度中央集权、信息技术再造、重塑行政文化等三重保障来达到合作目的。
