| 摘 要： | 网络时代，信息产业受到普遍的重视，作为信息化技术核心的软件产业更是发展迅速。但是，现在许多软件企业存在着非标准化、非系统化和非规范化开发的情况，严重影响了管理水平、软件产品质量的完善和提高。要想改变现状，就应对与软件开发过程紧密相关的开发文档进行完整、系统的规划，通过集中管理和有效的控制监督机制，实现信息共建共享，促进企业和整个软件行业的持续健康发展。
