| 摘 要： | 从哲学人学角度看，满足基本需要、限制恶性发展、谋求社会公正等是可持续发展思想的本质特征和基本目标，这些目标的实现与人的利益有最直接和最根本的关系；实现可持续发展的条件和途径内蕴于可持续发展的本质要求和基本目标之中，提升需求层次、更新利益观念和加强能力建设等是实施可持续发展战略的基本条件，人力资源开发、人文环境建设和公众参与等是失施可持续发展战略的基本途径。

| Abstract: | From humanistic view, the feature and essential goal of the idea of continuous development is to satisfy people's basic need, limited pernicious development, call for social equality. The conditions and methods for continuous development are determined by its feature and goal. So the conditions are to promote the criteria for need, renew the idea of interests and strengthen the cultivation of capability; and the methods are to develop the human resources, construct the humanistic environment and call on the participation of the public. |
