巨型学校的成因、问题及治理

摘    要:"巨型学校"是指在校生人数超过3000、班级总数高于60的超大规模学校.巨型学校的成因并非在于社会对优质教育资源的需求,而在于政府推动和名校逐利.巨型学校的问题表现在三个方面:一是容易出现过度负债经营;二是存在规模不经济问题;三是导致新的学校发展不均衡.治理巨型学校是一项系统工程:观念层面需要重新认识学校组织的使命和作用;决策层面要出台相关政策来限定学校规模,尤其是要明确基础教育阶段学校的规模上限;执行层面应拆分巨型学校,有计划有步骤地、积极稳妥地解决学校规模超大的问题.

Abstract:Large Schools mean that there are more than 3,000 students and over 60 classes in one school. The reasons of large schools are not the requirement of high quality education resources from society, but the push from government and the profit-seeking of well-known school. large schools often lead to three deficiencies, including the debt, diseconomies of scale and the new unbalanced development of different schools. Governing large schools is a systematic project. Everyone should have a new recognition of the mission and function of schools first, and next policy-makers must make relative policies to limit schools' scale, especially, fixing the largest scale about primary schools and high schools. Last, performers have to take large schools apart. All in all, solving these problems must have plans, step by step and reliably.
