| 摘 要： | 实施人才战略是实现西部大开发战略目标的前提和基础，是战略中的战略。根据目前西部大开发的要求和西部人才开发的现状，目标，西部大开发中的人才战略应遵循“逆向综合”式开发途径，从体制和环境的角度探究人才开发诸因素的综合度，着力点放在探究人才资源开发的组织创新和制度创新上，才可能会取得最佳效果。

| Abstract: | How to implement human resource strategy founds and counts in the realization of exploitation, in the west. Make sure that the strategy be the center among all strategies in terms of exploitation in the west. According to the current situation, destination, and requirement of exploitation, the human resource strategy should be adopted in so-called "counter and comprehensive" way. Furthermore, to get the best out of this strategy, the essential point is to focus on its organizational innovation, which is based on studying at every element of human resource from the view of system and environment. |
