| 摘 要： | 针对浙江研发强度(研发支出 GDP)偏低的事实,分析并研究了浙江经济特点和发展战略,在此基础上提出了它们对全国各省、市和自治区经济发展的启示。主要结论为:研发人员比重较低、产业结构低级和企业规模较小是决定浙江研发强度偏低的关键因素,它们不仅直接影响研发强度,而且还通过经济发达程度、市场化和产权建设因素对研发强度发生影响;浙江经济的成功说明,在经济追赶的前期,合适的产业定位、成熟的市场体系和产权激励是影响经济发展更为重要的因素。

| Abstract: | Based on the fact that the R&D intensity in Zheji an g is low, this paper analyses the characteristics and strategies of Zhejiang's e conomy, and then gives an implication for the economic catching-up in all areas , China. The main conclusion of this paper is as below: Low R&D staff ratio, inf erior industrial framework and small scale of enterprise is the key factors dete rmining the low R&D intensity in Zhejiang. They not only directly affect R&D int ensity, but also indirectly put influence on R&D intensity through the mechanism of property right, market and economic level. From the success of the Zhejiang 's economic development, we can know that during the phase of economic catching up, proper industrial position, mature market system and available incentive mec hanism of property rights are the most critical factors that influence economic development. |
