| 摘 要： | 从现代社会危机与灾害的基本特征入手,分析了公共危机中政府的服务职能和管理职能,并对服务职能和管理职能进行模型分析,提出了公共危机中政府服务的内容与方向以及构建服务型政府应对公共危机的对策建议。 |

| Abstract: | Starting with the basic features of the modern social crisis and disasters, the article analyzes the government's service and management function in the public crisis as well as the function patterns,and presents the contents and directions of the government's service along with the countermeasures agiainst the public crisis. |
