| 摘 要： | 我国西部许多省区目前选择了自然资源开发型发展战略，山西之教训表明，这一战略选择在理论上的合理性并不能保证实施效果为佳，其问题主要在于技术因素和人的素质制约使自然资源的潜在优势转换受阻；国内外若干区域发展的经验教训表明，我国西部急需的既不是落后技术，也不是操作复杂的高新技术，而是一种黑箱化适用技术；普遍提高人的素质，尤其是中国人才的培养或引进，则是我国西部可持续发展的关键．

| Abstract: | Many Westem Provinces of China select the natural exploitation development mode.Lessons from Shaanxi shows that the correctness in theory can't ensure the its effect in opera tion. The main problems lie in barrier of technical factors and human factors in changing the natural potentiality. The regional development experiences indicate that, in Western China,what is urgent is neither the poor technology nor the sophisticated operation of high-tech, but a suitable technology of black box. The improvement of human qualities, especially the train ing and importation of human labour is a key factor for the sustainable development in western China. |
