| 摘 要： | “21世纪新图书馆运动”的主旨是要使公共图书馆服务对象回归“公共”。这一主旨与20世纪初我国图书馆界兴起的“新图书馆运动”所提出的“民众”概念所要表达的内容是相同的。这种一致性说明,向民众提供公平和自由的服务,过去是、现在仍然是公共图书馆的重要主题。
